E-Rate Update - Program Start-Up

A few important updates on the start of the E-rate program:

As you probably know, the E-rate application website has not yet become operational (originally, the Schools and Libraries Corporation indicated that it wouldn't be ready before the week of January 12). We do not have an indication what the exact start-up date will be, but we will send you a message as soon as we know. It is my sense that they are just days away from the program beginning and any rumors that you may have have been hearing about the start date being pushed back several weeks are to my knowledge false.

What we know for certain is that the SLC is continuing its user testing of the website through this week to be sure they have all the 'kinks' worked out. We in Pennsylvania have been very fortunate to have been asked to beta test the website and have sent a very capable representative to their headquarters to assist in their efforts.

This is the site where schools and libraries will file their Universal Service Program forms electronically and as well as the site where applicants' descriptions of required services will be posted so that providers can competitively bid for them. Opening of the site will trigger the 75-day window during which all applications received will be treated as if they had arrived on the same day. Applications will also be accepted via regular mail at Schools and Libraries Corporation, P.O. Box 4217, Iowa City, IA 52244-4217.

We also understand that there will be numerous advantages to filing electronically and we are encouraging schools and libraries to file their Form 470 in this manner. To begin with, the date that you submit your application online is expected to be the date that it is posted to the website. Second, there will be controls built in to the online form that will let you know if you have entered an incorrect or incomplete answer. Third, there will be 'help' documents available to you while you are completing your form.
