E-rate Update - Slow Speed of Web Site

SLC OFFERS OPTIONS IN LIEU OF SLOW WEB SITE

We have received comments from numerous schools and libraries, and have experienced first-hand, that the SLC website has been running exceptionally slow, and we have passed these frustrations along to the Schools and Libraries Corporation. They have said that they are working vigorously to have the problem corrected, apologized for the inconvenience, and said they understand that the problem is extremely frustrating.

Realizing how urgent this problem is, the SLC has provided some important information for schools, libraries, and service providers.

SCHOOLS AND LIBRARIES
For schools and libraries who intended to submit their Forms 470 electronically and who now wish to mail their applications:

* The applicant needs to be sure to provide the USCN number for the application if the applicant had begun inputting the 470 to the Web Site. SLC can then access the incomplete 470 application and finish the data entry for the applicant.

* If the applicant chooses to mail in the 470 application, the posting date will be the date on which the Client Service Bureau completes the posting of the application to the web site. Please note that the period during which the application was partially inputted to the Web Site will not count as part of the 28 posting period. The 28 day posting period (in the case of requests for new services) or 28 day waiting period (in the case of 470 applications for qualified preexisting contracts) will not begin to run until after the 470 application is successfully inputted into the SLC Web Site.

* SLC estimates that from the time that Client Service Bureau receives a 470 application, it will take them somewhere between 2 and 3 days to input a properly completed 470 application. The Client Service Bureau will notify each applicant when the 470 application has been successfully inputted to the SLC Web Site. This time interval is not a guarantee, however; rather it is a goal.

* If there are errors or omissions on the 470 application, the Client Service Bureau will contact the contact person listed on the 470 application to try to resolve the error/omission. During the time that it takes to resolve the error/omission, the Client Service Bureau cannot begin inputting the application to the Web Site. The applicant needs to understand that this time is a potential additional delay that may arise with respect to inputting the 470 application into the Web Site.

* If you mail a completed Form 470, 471 or the certification page via United States Postal Service Return Receipt mail, or via one of the overnight mail carriers who won't deliver to a PO Box number, please use the following address:

SERVICE PROVIDERS
The SLC is offering, on an interim basis, an extra service while they finish addressing response time performance on the web site. During business hours, service providers (only) may obtain by e-mail statewide summaries of applicant postings to date. This request may be made to their Client Service Bureau at 888-203-8100.
