E-rate Update - Turnaround Times for Questions and Rejections
Message Posted April 8, 1998

The Schools and Libraries Corporation has just released the following statements which also are posted on the SLC web site. The first describes how they will contact you if they have questions regarding your Form 471 and the limited time you have to comply with their request. Please note that the four day clock begins when they leave you a message, send a fax an e-mail -- even if the request arrives while your school or library is closed. The second statement indicates the method by which they are contacting applicants who have had a Form 471 rejected. -- Julie

Problem Resolution Timetable
If your application meets Minimum Processing Standards but includes information that seems incomplete or incorrect, it will go to SLC's Problem Resolution Team. The Problem Resolution team will contact you BY FAX requesting clarification, correction, or additional documentation. (Note: Although you may have not have listed fax as your usual preferred mode of contact, fax is the most efficient and cost-effective way for the Problem Resolution Team to present and document its request to you and for you to respond with the requested materials, including a fax signature. If you've listed no fax number, the Problem Resolution Team will contact you by phone or e-mail.) You will then have FOUR (4) BUSINESS DAYS to comply with the request, or your application will be rejected. Please be certain to monitor your listed fax number (or e-mail account or phone messages) every business day after submitting your application — even if your school or library will be closed during some portion of this time. There will be no exceptions to the Four-Day Rule.

Rejection Alert
The Schools and Libraries Corporation has discovered that many applications are failing to meet Minimum Processing Standards. Rejected applications are being returned to applicants with a letter identifying the problems; SLC is now using priority and/or express delivery services for this purpose. Please closely monitor your daily express deliveries. Quick action may allow you to resubmit and assure SLC receipt by April 15.

If you have not already filed, read carefully the Minimum Processing Standards featured in the 471 Application Guidance section of the Reference Area of this Web Site. And PLEASE do not wait until the last minute to file.

Form 470 Certification Reminder
All applicants intending to complete the Form 470/Form 471 filing process within the 75-day window should make sure they have sent to the SLC in Iowa City the paper copy of their properly completed, signed, and dated Certification: Block Six of Form 470. This message is especially relevant for those applicants who filed electronically. Assuming your Form 470 was posted or received by the SLC by March 18, the SLC must RECEIVE your Form 470 Certification by April 15 in order for you to achieve a position in the 75-day window.
