SLC Board Extends Window to March 11, Announces Internal Connections Cutoff

The following are a few very important pieces of information gained from yesterday's SLC Board meeting as well as a few other pieces of important information. I'm sure more formal correspondence concerning these issues will be released shortly. -- Julie

WINDOW EXTENDED

The Board voted to extend the current filing window to March 11, 1999. This is 20 days longer than previously announced. Remember, You must have both your form 470 and 471 filed by March 11, 1999 to be included in the 1999-2000 funding cycle. Don't forget the form 470 must be posted on the web for at least 28 days which means that the last day to post a Form 470 will be February 9 at the latest. Also, don't forget that you MUST file a new form 470 and 471 for ALL your services each year. This extension is to accommodate people who are uncomfortable getting a new Form 470 into the SLC before hearing how they did in Round I and to accommodate the delays in sending out Funding Commitment Letters.

INTERNAL CONNECTION CUTOFF

The Board finally announced there would absolutely be NO funding for internal connections to first year applicants with a 50 percent discount or lower. The Board would not say what the exact cutoff would be. Applicants that requested internal connections above 50 percent this year will need to wait until they are notified by the SLC because the actual floor is not known.

APPEAL PROCESS

Several Pennsylvania schools have written or called me indicating their funding commitments were denied for reasons that are false. Please review your funding commitment letters carefully as we have been hearing from several institutions that letters contain inaccuracies as well. We have contacted the SLC and they have promised that there will be an appeal process posted to their web site within a few days. I'll let you know when it's posted.

COMMITMENT LETTER WAVES

The SLC made it clear that the 3rd wave will be sent out this week and the 4th wave would go out between Christmas and New Years. If your institution was listed in one of my e-mails as recipients of funding commitment letters but the actual letter never arrived, contact the SLC at (888) 203-8100 right away. Please also send me an e-mail.

TELECONFERENCE

The Schools and Libraries Corporation is having a teleconference tomorrow (12/17/98) from 10:30 to 12:30 eastern time. All institutions are welcome to tune in. Viewers can fax in questions during the video conference to the following number: 202/973-2073. The satellite coordinates for the video conference are as follows: C-Band, Galaxy 6/Transponder 17. Downlink frequency: 4040 MHz. Audio frequency: 6.2/6.8 MHz.

The video conference will feature the latest news on the waves of funding commitments, updates on filing Form 486 and the Billed Entity Applicant Reimbursement Form, and instructions on making post-commitment changes/corrections. The second hour will focus on updates and suggestions regarding the application process for 1999-2000.

SLC DISSOLVED: USAC WILL BE OFFICIAL GOVERNING ENTITY

The SLC formally voted to dissolve the SLC and fold it into the Universal Service Administrative Company (USAC) effective January 1, 1999. This is actually just a formality as the FCC had already mandated that SLC, RHCC and USAC should be combined.
