E-rate Wave 6 Posted; New Funding Levels Revealed

PDE Posts Wave 6 E-rate Funding Commitment Recipients;
New Internal Connections Funding Thresholds Announced

The Schools and Libraries Division of USAC today released the recipient list for Wave 6 of E-rate Funding Commitments, along with two very
important pieces of information.

Approx. 3,400 letters will be mailed to schools and libraries in this wave, committing more than $192,000,000 in E-rate funds. In Pennsylvania, about
542 entities are slated to receive letters, totaling $8,113,117.69 in funding commitments. The summary list of entities follows. Wave 6 should be posted there shortly if it isn't there already.

New Funding Thresholds Established for Internal Connections

In this wave, for the first time, the SLC has determined that there is sufficient funding to cover internal connection requests for applicants who
qualify for a 77% discount and above. This wave reflects some, but not all, of such applications. The other important information released by the
SLD is that there will be insufficient funds available to fund internal connections requests for entities with discounts of 61% and below (previously 49% and below).

The SLD does not yet know definitively if they will be able to fund internal connections requests at discount levels from 62% to 76%, but each day of
processing brings a more precise measure of the funds that will be available for internal connections after all Priority One requests for telecommunications services and Internet access are accommodated.

Decision Letters Mailed for Portions of Applications

In the meantime, with Wave 6 the SLD also will begin issuing separate funding commitment decision letters responding to different service requests
within one application. This will mean that applicants with internal connections requests between 62% and 76% included on their Forms 471 along
with telecommunications services and/or Internet access requests will not have to wait for further refinement of our internal connections funding
thresholds before getting a commitment on their Priority One services.

According to the SLD, "Our goal is to get information into applicants' hands more quickly while encouraging all to move forward with their applications for Year 2. As a reminder, the 100-day application window for the 1999-2000 program year will close on March 11, 1999, at 11:59 p.m. ET. In order to apply "in
the window," you must submit Form 470, wait 28 days, and then file Form 471 so that your entire application, including paper attachments and
certifications, is received by SLD by March 11. We urge you to start the application process NOW, and to file your Form 470 no later than
February 5, 1999."
