PDE Posts Wave 7 E-rate Funding Commitment Recipients

The Schools and Libraries Division just released a list of the Wave 7 E-rate Funding Commitment Letter Recipients. More than 1,500 funding
commitment decisions letters totaling $140 million in E-rate funds are included nationwide in this wave. In Pennsylvania, 63 letters were mailed,
totaling $3,473,990.02 in funding commitments. To receive a more detailed listing of this same information, go to the SLD web site's Funding

If you are a school or library that applied in last year's window and haven't been notified of a funding commitment in the first seven waves,
DON'T BE ALARMED. THIS IS NOT THE LAST WAVE. There will be two to four additional waves before the process is concluded. Approximately two-thirds of E-rate applications have not been responded to yet, and only about 40% of the funding has been committed. The SLD issued a statement which says,
"While we had hoped to make the vast majority of commitments by the end of January, and worked diligently to do so, we are also committed to providing
detailed review of each application for compliance with program rules, as we agreed to do in the course of our audits by both the General Accounting
Office and PricewaterhouseCoopers. We are completing our final review of each application as quickly as we can without sacrificing assurance of
program integrity, and have continued to add staff resources to expedite the overall review process."

As I've stated before, I can see no clear pattern for release of these letters and just because you haven't heard yet does not mean that you are
not getting funded. Also, as you know this is a federal program, and the PA Department of Education does not control or have anything to do with the
processing of applications, release of funds, etc. Therefore if you have not received a funding commitment letter, you should not call the PA
Department of Education to inquire about your application's status. The only notice we have of commitments being made are when we receive a fax
about an hour before you receive the list via e-mail.

Consistent with the SLD's earlier determination, this wave provides funding to cover internal connection requests for applicants who qualify
for a 77% discount or above. This wave reflects some, but no all, of such applications.

In addition, to get funding information into the hands of more applicants sooner, the SLD is mailing letters to schools and libraries
committing E-rate discounts on their telecommunications services and Internet acces requests, even though we may not have yet determined whether
or not funds are sufficient to fund the internal connections component of the application. Some applicants, therefore, may receive more than one
letter in response to their application. So, if your funding commitment letter states, "not yet funded" beside the internal connection funding
request, proceed with completing your Form 486s for the other "funded" components. A future letter will be mailed as a final determination on the
internal connections piece. Basically, it means that you're not yet funded, and you're not yet denied. Your internal connections request is
just in limbo until they can see how much money they have left over.

Congratulations to the following recipients. Don't forget that the next step is to file your Form 486s (supposedly within 5 days... 5-10 days is
probably fine) and begin the process of completing your BEAR Form (Form 472) if you need reimbursed for any funds committed and already spent (Jan.
31 deadline extended for at least another month.)
