Year 2: Wave 18 E-rate Funding Commitments Listed

Congratulations to the following schools and libraries that are receiving

E-rate Funding Commitment Letters for Wave 18. As with Wave 17, all funding

requests that were filed within the window will be funded. Previously they were able to fund

all telecom and internet access requests, but only applications with discounts of 50% and

higher were funded. Applicants still must wait to receive their funding

commitment letters before proceeding.

This means that if you submitted a successful

application during the window, you will receive E-rate discounts on all of

your requests.

This is GREAT news for many PA schools and libraries who filed applications

in Year 2 and provides an even greater incentive for all schools and

libraries to take advantage of E-rate in Year 3 (applications being accepted

now at http://www.sl.universalservice.org/). To assist applicants with this

process, the PA Office of Educational Technology is holding an live E-rate

teleconference on November 10 from 9:30a.m. - noon. More specific

information, including satellite coordinates and public downlink sites is

posted at the bottom of this message.

A more detailed description of this wave, including the exact discount

percentage and specific funding category, will be posted on the

SLD web site.

* There will 2-3 more waves, so if you haven't been listed

in any of the first 18 waves, it is still not time to panic. Please do not

call or write me as I have no way of checking on applications. If you have

received your Receipt Acknowledgement Letter, the only thing you can do is

wait and if you are contacted by the SLD's PIA staff, you must respond

within 7 days.

* The next step is to file a Form 486 to indicate to the SLD that service

has begun.

* After you have received your funding commitment letter, check with your

service provider and ask if they plan to include discounts on bills. If

not, you should plan to begin submitting BEAR forms for reimbursement.

If you choose to submit a BEAR form, please

remember to mark "YES" in column i of the Form 486.

On November 10, 1999 from 9:30 a.m. - noon, the PA Office of Educational

Technology will be presenting a free, live satellite teleconference for PA

schools and libraries to get them prepared to apply for Year 3. As you

know from a previous e-mail, the Year 3 application cycle has begun, the

forms have changed, and several rules have been changed to the E-rate

program. We encourage all Pennsylvania schools and libraries, as well as

their service providers, to participate.

There will be approx. 30 minutes of questions and answers at the end of

the broadcast where you will be able to call or fax in your questions. We

encourage you to have the new

470 and 471 along with their instructions onhand the day of the broadcast

(available at: http://www.sl.universalservice.org/Reference/forms.asp)

This program will only be available on C-Band Satellite. The receive

specifications are as follows:

Satellite: GE-2 (C-Band)

Transponder: 18

Polarization: Horizontal

Channel Number: 18

Downlink Frequency: 4060 MHz

Orbital Portion: 85 degrees West Longitude

Audio Frequency: 6.2/6.8

The satellite test will begin at 9:00 a.m.

The presentation will be uplinked from WITF in Harrisburg, with the

assistance of the the Pennsylvania Distance Education Consortium. If you

experience technical difficulties the day of the broadcast, call (717)

221-2959. The question call-in number and fax-in numbers will be posted on

the screen during the broadcast.

If you are unable to watch the teleconference at your own facility, several

schools, IUs and libraries have generously donated their facilities if

individuals would like to view the teleconference with them. Downlink Sites
