Year 2: Wave 20 E-rate Funding Commitments Listed -- Probably Final Wave

Congratulations to the following schools and libraries that are receiving

E-rate Funding Commitment Letters for Wave 20. A more detailed description

of this wave, including the exact discount

percentage and specific funding categories will be posted on the

SLD web .

* This is likely the final wave. We have not yet received instructions on

what applicants should do that received Receipt Acknowledgement Letters for

Year 2, but were not listed in any of the 20 waves, but we will notify you

when we know. Please do not call or write me as I have no

way of checking on applications.

* The next step is to file a Form 486 to indicate to the SLD that service

has begun.

* After you have received your funding commitment letter, check with your

service provider and ask if they plan to include discounts on bills. If

not, you should plan to begin submitting BEAR forms for reimbursement.

If you choose to submit a BEAR form, please

remember to mark "YES" in column i of the Form 486.

* It is now time to take advantage of E-rate in Year 3. Applications are

being accepted

now at http://www.sl.universalservice.org/). Deadline to submit 470s is by

mid Dec. at the absolute latest; deadline to submit 471s is Jan. 19, 2000.

Remember, this is the time to apply for services you would like discounted

from July 1, 2000 - June 30, 2001.

* There is $9.5 million that PA applicants have not spent from Year 1 of

the funds that were committed. The names of these PA

applicants, along with the pertinent Funding Request Number and funds

remaining, is posted on the PA E-rate web site at:

http://www.cas.psu.edu/docs/pde/usf/index.html under "View Which PA

Applicants Haven't Spent Year 1 Funds."

If your entity is on this list, you only have 3 weeks to submit the proper

paperwork to the SLD to get reimbursed.

1) If you haven't done so already, be sure to submit the Form 486. This

can be submitted with the BEAR form, but it just can't be submitted AFTER

the BEAR Form is submitted.

2) Submit the BEAR Reimbursement Form to the SLD so it is received at the

SLD by Dec. 15, 1999. Be sure that it has been signed by your service

provider and that it's only asking for reimbursement for funds that were

actually spent and were committed to you in Year 1.

3) If you service provider discounted your Year 1 bills, be sure that they

know to invoice the SLD using their invoice form by Dec. 15, 1999.

* Finally, on November 10, the PA Office of Educational

Technology presented a live satellite teleconference for PA

schools and libraries to get them prepared to apply for Year 3. As you

know from a previous e-mail, the Year 3 application cycle has begun, the

forms have changed, and several rules have been changed to the E-rate

program. If you were not able to view the live teleconference, there are

several copies of the teleconference tape available. If you would like a

copy of the video, e-mail me. If you are in a situation that you can

reproduce the tape for others, such as an IU or Diocese, we were be most

appreciative.
