SLD Updates E-rate Eligible Services List

Yesterday the SLD posted an updated version of their list of services that are eligible and ineligible for USF discounts. See: http://www.sl.universalservice.org/Reference/eligible.asp.

The updated list is 36 pages long and new or changed items are shown in bold face type.

A colleague in Michigan spent a considerable amount of time summarizing the changes and I have included them below. The SLD's list contains longer descriptions of the products and services. I encourage you to look closely at the list of changes below and make sure that if you will be in need of these services or products from July 1, 2000 -June 30, 2001, that you submit your Year 3 E-rate applications now.

Of particular note: cellular service on school buses is not eligible, filtering services are NOT eligible even when provided by an ISP as part of a proxy service, and domain name registration is an eligible piece of internet access.

The following services are NOT eligible for USF discounts:

--Antenna mast
--Bid bonds
--DSL modems
--Beepers as part of internal connections (Beeper/paging services are eligible)
--Broadband VHF & UHF Preamplifiers, Video amplifiers
--CD towers
--Charges for calls to 900 prefix telephone numbers
--Cellular service used to provide security on school buses
--Electronic libraries
--E-mail account fees (E-mail accounts are eligible when included as part of Internet access)
--Filtering service/software
--Finance charges
--Interest charges
--Magnetic tapes
--Metropolitan Area Networks (MANs) when purchased, can be leased as a telecommunications service
--MPEG video encoders
--Multi-point videoconferencing control unit (MCU)
--Paging equipment/systems as part of Internal connections (paging services are eligible when provided as telecommunication services or Internet access)
--Performance bonds
--Print servers
--Public address (P.A.) systems
--Remote access servers
--Spare parts
--Speakerphones
--Surge protectors
--Tape taverns
--Termination liability and penalty surcharges
--Two way radios
--Universal box (aka cable modem)
--Video channel modulator
--Video conferencing equipment
The following telecommunication services are eligible for USF discounts when provided by a telecommunications carrier:

--900 and 976 call blocking charges
--911/E911 equipment (911/E911 service is eligible)
--Automatic call distribution (ACD) equipment
--Digital video disk (DVD)
--Digital video read only memory player
--Digital subscriber line (DSL, ADSL, HSDL, IDSL, RADSL, SDSL, VDSL)
--DS-1 and T-1 circuits/service
--Firewall services
--Labor charges for installation and maintenance
--Leasing fees
--Local loop
--Local measured service
--Maintenance and Installation fees
--Non-published telephone line charges
--Per Dien and travel charges
--Permanent Virtual Circuits (PVCs), part of Frame Relay, ATM and X.25 networks
--Satellite service (leased only)
--Serial Digital Video Service (SDVS-270) a 270M bps video (HDTV) service
--Taxes, surcharge and access fees
--Trunk circuits
The following Internet access services are eligible for USF discounts:

--Browser software when provided at no additional charge
--Digital subscriber line (DSL, ADSL, HSDL, IDSL, RADSL, SDSL, VDSL)
--Domain Name Registration
--DS-1 and T-1 circuits/service
--Firewall services
--Labor charges for installation and maintenance
--Leasing fees
--Maintenance and installation fees
--Per Diem and travel charges
--Satellite service (leased only)
--Satellite dish if leased
--Taxes, surcharges and access fees
--Web site creation fee when provided at no extra charge
The following facilities are eligible as part of internal connections:

--Address blocking unit
--Automatic Route Selection (ARS) equipment or service
--Back Up Power Supply, Battery Backup, Battery Module only when used to provide back up power for an eligible component
--Communication servers
--Copper backbone cabling
--Frame Relay Access Device (FRAD)
--LAN transceivers
--Media converters
--Medium access units (MAUs)
--Network Interface Device (NID)
--SNMP (Simple Network Management Protocol) System Management Modules
--Terminal servers
--Terminal adapters (ISDN), but not if they also support FAX capability
--TX to FX converters
--Web servers
--Wire managers/restraints used for communications wiring
The following items are eligible as part of internal connections when they are a component of an eligible service or product:

--Cabinet or rack mounted power strips
--Circuit cards
--Documentation
--Dual In-line Memory Modules (DIMMs)
--Ethernet card
--Ethernet network module
--Faceplate
--Labor charges for installation and maintenance
--Leasing fees
--Maintenance and installation fees
--Multiport serial cards when used to support eligible devices
--PBX PC Attendant Console
--Per Dien and travel charges
--Power poles when used to house communications wiring
--Power strips only when they are a bundled component of an eligible service or product
--Shipping insurance (freight assurance fees)
--Taxes, surcharge and access fees
--Voice compression module
The following facilities are eligible as part of internal connections when used or installed as part of an eligible server:

--DAT tape drive
--Ethernet converter
--Firewall software only when it incurs no identifiable cost and cannot be unbundled
--Graphics cards/adapters
--Hard disk array control or Redundant Array of Independent Disks (RAID)
--Laptop computer (unusual)
--Monitors/displays
--Processor terminator cards
--Programming charges for operational software
--SCSI, Scuzzy or Small Computer System Interface disk drives
--Speakers
--Tape drive used for backup
--Voice/Fax Network modules
