PEPPM is the Pennsylvania Education Purchasing Program for Microcomputers and is administered by the Central Susquehanna Intermediate Unit 16 (CSIU) under a contract with the Pennsylvania Department of Education. CSIU seeks bids on selected computers, peripherals, software, and related accessories on behalf of school entities and libraries in the Commonwealth. Purchasing from the PEPPM Bid List releases entities from having to bid those items at a local level, while still complying with state bid requirements. Entities eligible to purchase from PEPPM include school districts, vocational technical schools, intermediate units, approved private schools, public libraries and charter schools. Vendors extend PEPPM pricing to non-public schools, at PEPPM's request.


As in previous years, the PA Department of Education has filed a Form 470 for the PEPPM contracts (internal connections contracts). Schools and libraries that would like to purchase and take receipt of an E-rate eligible item from PEPPM after July 1, 2001 may simply file one form, the Form 471, after a purchase order or contract has been established for that product. Only one form is required because the state has posted the Form 470 on behalf of all schools and libraries in the Commonwealth.

The Form 471 filing window opened on Nov. 6 and thus Form 471 applications may be submitted immediately. The final day that applications can be postmarked and still be included in the Year 4 Form 471 window is Jan. 18, 2001. Specific filing information for individual Form 471s is below.

Please note the following:

1) For Year 4 E-rate purchases from PEPPM: Only PEPPM 2001 bid product lines and the awarded vendors should be used when filing your Form 471 for purchases to occur on or after July 1, 2001. We will not be posting price lists for PEPPM 2001 vendors until January 1, 2001, however you may contact the vendors for individual quotes in order to complete your E-rate Form 471.

Following you will find listed the product lines awarded bids, the vendor and contact information for the awarded vendor. From now until December 31, 2000, you must contact the PEPPM 2001 vendors to get quotes on products that you are submitting for E-Rate support via the Form 471.

After that date, the vendors and their price lists and ordering information will be listed on the PEPPM On-Line pages as usual. We are asking the vendors to send us copies of the quotes so that we can verify PEPPM pricing and archive them to support the schools in the event of an audit.

2) For immediate purchases: When you are ready to create your P.O. to send to a vendor dated prior to January 1, 2001, you must use the current PEPPM 2000 vendors listed on the PEPPM On-Line pages.

Finally, the essential information you will need to complete Block 5 for the Form 471 is as follows:

# 12: 470 Application Number for the PEPPM contract is: 926290000296668

# 15: Contract Number: Purchase order number or contract number from agreement that YOU sign with vendor from PEPPM contract - not a PEPPM contract number.

# 17: Allowable Contract Date: 10/24/2000 (you MUST use this date if you are purchasing from PEPPM)

# 18: Contract Award Date: Date of purchase order or signing of contract with vendor from PEPPM contract (must be between 11/30/2000 and 01/18/2001)

# 19a: Service Start Date: 07/01/2001 (always use this date for all Year 4 services)

# 19b: Service End Date: 09/30/2002 (always use this date for all Year 4 Internal Connections)

# 20: Contract Expiration Date: Date that you expect to receive service or product that was purchased from a PEPPM vendor (must be between 07/01/2001 and 09/30/2002), or simply use the date of 09/30/2002, the last possible date to receive merchandise for year 4.
