2 Additional Year 5 Changes: Signatures/Attachments

Original Signatures NOT required for Year 5 and Item 21 Attachments May be Postmarked OUTSIDE 471 Window
Two additional changes that the SLD has made to Year 5 filing are the following:
1) Although an authorized signature is still required, an ORIGINAL signature is not. The SLD will now accept stamped signatures, photocopies, black ink, etc. But please make sure not to leave this item and the date blank... some type of signature is required to be there.
2) Form 471, Item 21 attachments are now allowed to be postmarked outside the 471 window. The SLD, however, cannot review your application until they are received, so it is in your best interest to submit them ASAP. If you choose to certify and sign your application online (via my previous ecertification e-mail), that still must be done by the close of the 471 window (January 17).
If you choose to ecertify, and mail your Item 21 attachments separately, the SLD is requiring, and it is in your best interest to clearly label your attachment at "item 21 attachment" and include the application number of the 471 it supports. Also, be sure to label the attachment to correspond to each Block 5, Item 21 of your application. Lack of proper labeling may cause your application to get lost in the shuffle.
My advice is if you are not using the eCertification process online, that you file online, then mail your signature and certification page, along with your Item 21 attachments, by January 17.
