Year 3 Form 486 and BEAR Deadlines Quickly Approaching

Many of you have called asking what the final dates were to submit the 486 and BEAR forms for Year 3 (which ended June 30 for recurring services or September 30 for non-recurring services), and by now you should have received a very detailed letter from the SLD telling you what the deadlines are. Below is a summary of these important deadlines. Please read it carefully and check to see if you have any out standing funding remaining from Year 3 that has not been collected from the SLD.

Funding for recurring monthly services for Year 3 must have been used by June 30, 2001, with funding for non-recurring services being required to be spent by September 30, 2001 (except where deadlines have been extended in extenuating circumstances for non-recurring services). To actually use funds, applicants must first file a Form 486 which enables a provider to invoice the SLD or the applicant to file a BEAR for reimbursement.

The deadlines are as follows:

* Form 486s for recurring services must be postmarked by December 14, 2001 (services must have been received between July 1, 2000 and June 30, 2001).

* Form 486s for non-recurring services must be postmarked by January 28, 2002 (services must have been received by September 30, 2001).

* BEARs (Form 472s) or Form 474s (supplier invoices) for any funding requests ("FRNs") covered by Form 486s postmarked BY November 12, 2001, must be postmarked by January 31, 2002.

* BEARs or Form 474s for any FRNs covered by Form 486s postmarked AFTER November 12, 2001, must be postmarked no later than 90 days after the issuance of the associated Form 486 Notification Letters. Because such notification letters have not yet been issued, the likely deadline for Year 3 BEARs or SPIFs is February, 2002.

Sound confusing? File your 486s and BEARs immediately to avoid losing Year 3 funding. Hopefully you were assuming that November 20 was the deadline and already sent them in. If you didn't, don't delay.
