Year 6 (FY 2003-2004), Wave 5 E-rate Funding Committed

Congratulations to the following 57 Pennsylvania schools and libraries that will be receiving Year 6, Wave 5 E-rate Funding Commitment Letters, totaling $4,339,757.44.

A summary of each commitment is listed below, and detailed information will be posted next week on the SLD web site under Funding Commitments at: http://www.sl.universalservice.org/funding/.

Your letters will be mailed on Monday. If you find that your funding commitment letter does not arrive in a timely manner, please call the SLD ASAP to get a replacement (888-203-8100). All Year 6 correspondence will be sent in YELLOW.

Another wave will be issued next week, as the SLD tries to get as many FCDLs issued before the start of the Year 6 funding year on July 1. They likely will go back to the every-other-week schedule after that until the Year 6 funding is exhausted. If you were not funded in this wave, don't panic. This wave consists of applications that ONLY contained requests for Priority 1 services (telecom and Internet). There are many, many more waves coming (there are 29 waves in Year 5 so far), and your commitment likely will be in one of the upcoming waves.

If you do not agree with your funding commitment decision letter, you have 60 calendar days to appeal from the date listed at the top of your FCDL. Appeal instructions can be found at:
http://www.sl.universalservice.org/reference/AppealsProcedureYR4.asp.

A few very important notes:
YOUR FCDL IS NOT THE LAST STEP. YOU NOW MUST FILE THE FORM 486.

* The 486 tells the SLD 3 things:
1) that they are authorized to pay invoices (either BEAR or SPIFs)
2) which SLD-certified approver approved your technology plan
3) that you are or will be CIPA compliant by July 1, 2003.

If you would like to get a jump start and file your 486 before the funding year begins, you may do so if:
1) your technology plan has been approved
2) you are CIPA compliant
3) services will begin by July 31, 2003

If all 3 of these statements are correct, you may file the 486 and check item 6A on the Form 486 and must have your Form 486 is postmarked by July 31. If any of these is not true, you must wait until services actually begin (after July 1, 2003), then file your Form 486 within 120 of the service start date or the date on the funding commitment letter, whichever is later.

The 486 is available in paper form under the "Forms" section on the left side of their redesigned website, or if you want to submit it electronically or complete it online and print it out, it is available in electronic format under the "Apply Online" section of their site.
