Year 6 (FY 2003-2004), Wave 24 Funding Committed

Congratulations to the following 5 Pennsylvania schools that
will be receiving a Year 6, Wave 24 E-rate Funding Commitment
Letters. With this wave, PA's schools and libraries will have been
committed more than $90 million in Year 6.

As a result of the FCC carrying over unspent funds from previous years (more
than $400 million), the SLD was able to provide internal connections funding
down to the 70% level. Those funding commitments, along with a few others
at the priority 1 level, are included in this funding wave. Internal
Connections funding
will not be available for applicants at the 69% and below discount
levels for Year 6.

Because these funding commitment decision letters are being issued after
March
1, applicants are automatically granted an additional year to purchase these
items without seeking a service delivery extension from the SLD. Therefore,
you have until September 30, 2005 to purchase/install internal connections
that are included in this wave.

A summary of the commitment is listed below, and detailed
information will be posted on the SLD web site under Funding
Commitments at: http://www.sl.universalservice.org/funding/.
If you find that your funding commitment letter does not arrive
in a timely manner, please call
the SLD ASAP to get a replacement (888-203-8100). All Year 6 correspondence
is being sent in YELLOW.

If you do not agree with your funding commitment decision letter, you have
60 calendar days to appeal from the date listed at the top of your FCDL.

me to review it before it's submitted.

A few very important notes:

YOUR FCDL IS NOT THE LAST STEP. YOU NOW MUST FILE THE FORM 486.

* The 486 tells the SLD 3 things:

1) that they are authorized to pay invoices (either BEAR or SPIFs)
2) which SLD-certified approver approved your technology plan
3) that you were CIPA compliant by start of services

This form must be filed within 120 of the service start date
or the date on the funding commitment letter, whichever is later. If you
are receiving internal connections
funding, you may want to wait until after the product is delivered or
installed to complete the 486.
