PDE Files Comments on E-rate to FCC
Message Posted March 15, 2004
In response to the FCC's latest Notice of Proposed Rulemaking (NPRM),
Pennsylvania has filed comments on 13 separate issues with the FCC. While
most of you don't get the opportunity to hear our weekly comments and
suggestions to the FCC and SLD, we thought you might be interested in what
we had to say in this official filing. Please keep in mind that we
attempted to represent the interests of PA applicants, as well as fairness
and sustainability of the program. The 13 issues are:
A. Changes to the Discount Matrix
B. Competitive Bidding/Form 470 Reforms
C. Record Keeping Requirements
D. Technology Planning Requirements
E. Definition of Rural Areas
F. Eligibility of Bundled Content
G. Recovery of Infrastructure Investments
H. Recovery of Funds
I. Consultants and Conflicts of Interest
J. National School Lunch Program Eligibility Survey
K. 30% Unsubstantiated Rule
L. Timely Issuance of Appeals Decisions and Invoice Payments
M. Sharing of Unused Bandwidth for Educational Purposes
PA's comments can be viewed on the FCC's website at:

In addition, if you're interested in viewing what others have posted, go to:
http://gullfoss2.fcc.gov/prod/ecfs/comsrch_v2.cgi
and type in 02-6 in the Proceeding box and CO in the Document Type box, then
click 'Retrieve Document List.' This will bring up all comments posted in
response to the FCC's call for comments. Most NPRM comments were filed
between March 9-11.
