SLD Provides New Rules for Applicants Filing Early 470s

The Forms 470 and 471 are being revamped for Year 8 (Funding Year 2005) and
draft copies should be available for public comment by the FCC within the
next few weeks. After that, they will go to the OMB (Office of Management
and Budget) for approval. After they are finally adopted, the SLD will
issue a notice, and the new forms will be available on the SLD's website.
For applicants that have long procurement processes, or find themselves
competitively bidding a service or needing to sign a contract before the new
Form 470 is available, the SLD has issued guidance as to how to use the
current form, for services that will be discounted in Year 8 (Funding Year
2005), when it is not possible to wait for the new 470 to be released.
Applicants in this situation may file the current Form 470 either online or
on paper by following the instructions for the form, together with the
additional guidance below. However, please note that because the Form 470
for FY2005 may be different from the current Form 470, these applicants may
be required to file a supplemental form to complete the information required
by the FY2005 Form 470. The supplemental filing, if required, will not
require the competitive bidding process initiated by the original Form 470
to be re-opened.
Also, please note that applicants seeking one-year tariff and/or
month-to-month services should wait until the new Form 470 is released and
not use the current 470.
Guidance for applicants filing online:
* In Item 2, choose Funding Year 2004 (July 1, 2004 through June 30, 2005)
from the drop-down menu.
* In Item 13, provide language to clearly identify the services requested on
this Form 470 as beginning after the Allowable Vendor Selection/Contract
Award Date for this Form 470. And as always, list whether you want
proposals for multi-year contracts and specify the term(s). If possible,
list when you expect the service to begin (discounts, obviously, would not
begin until Funding Year 2005 or after).
Remember that applicants may still be required to file a supplemental form
to complete the information required by the FY2005 Form 470.

Service providers, please note this guidance and be alert for these Forms
470 if you wish to pursue these business opportunities. You are reminded
that you can limit your search to Forms 470 posted on or after a specific
date in the 'Apply Online, Form 470 - Search Posted' area of the SLD website
at: www.sl.universalservice.org.
