Year 7 (FY 2004-2005), Wave 9 E-rate Funding Committed
~ Internal Connections Funded at 90% Level ~
~ File 486 NOW for Priority 1 Services ~

Congratulations to the following 46 Pennsylvania schools and libraries that
will be receiving Year 7, Wave 9 E-rate Funding Commitment Letters,
totaling $6,729,070.87.  This wave contains funding commitments for
internal connections at the 90% discount level, in addition to priority 1
services.

Note:  We realize that there are still many, many entities that have not yet
received FCDLs for priority 1 services.  We have brought this to the
attention of the SLD and we have been told that they are working as fast as
possible to get the job done.  There is no reason to panic if you haven't
yet been funded.  It's just taking an extremely long time this year; the
delay doesn't indicate that there are problems with your application.

A summary of each commitment is listed below, and detailed
information will be posted next week on the SLD web site under Funding
Commitments at http://www.sl.universalservice.org/funding/.  If you find
that your funding commitment letter does not arrive in a timely manner,
please call the SLD ASAP to get a replacement (888-203-8100). All Year 7
correspondence will be sent in PINK.

A few very important notes:

* If you have been funded for priority 1 services in one of the first 9
waves, the next step is to
file the Form 486 which tells the SLD 3 things:

1) that they are authorized to pay invoices (either BEAR or SPIFs)
2) that your technology plan has been approved (and by which SLD-certified
approver)
3) that you are CIPA compliant by July 1, 2004.

Because the funding year has begun, you can file the Form 486 without
checking 6B, the
early filing box.  This was just for applicants that submitted their 486
before July 1.  The 486 MUST be filed within 120 days of the service start
date (which for priority 1 services, is almost always July 1, which makes
the deadline October
28)  -- or the date on the funding commitment letter, whichever is later.
DON'T WAIT... FILE THE 486 NOW.  For applicants requesting discounted bills
this year, the service provider must receive a copy of the 486 approval
letter before they can begin discounting your bills.  So the sooner you file
this form, the better.

The 486 can be filed electronically under the "apply online" section of the
SLD's website.  You can submit this form electronically even if you don't
have a PIN number.  If that's the case, simply hit submit, then print out
the signature page and mail that to the SLD.  If you would prefer to file
the paper form, it's located on the SLD's website under the "SLD Forms"
section.

NOTE:  If you have been funded for internal connections, you should not file
the 486 until the equipment has been received.  If you internal connections
application includes wiring work, the 486 should be filed within 120 days of
the service beginning.

If you don't agree with anything in your funding commitment letter, you
should file an appeal with the SLD within 60 days of the date on your FCDL.
They will not consider any appeals filed after this deadline, so please be
certain to read your funding commitment letter carefully to be sure that you
agree with their decisions.  If you'd like my advice on whether it you
