Year 8 (2005-2006) E-rate Window Dates Set

The SLD has just announced that the Year 8 (2005-2006) E-rate application
window will open at noon (EST) on Tuesday, December 14, 2004 and close at
11:59 pm (EST) on Thursday, February 17, 2005. The reason for the window
opening late this year is because the FCC's revised rules state that the
window cannot open for at least 60 days from the date they adopt the new
Eligible Services List. Thus, the earliest they could open the window this
year is December 14. As you can see, they did extend the window an extra
week to help make up for the shortfall.
As I mentioned at the trainings, and will be describing in more detail in
upcoming messages, there is a new Form 470 and 471 this year. However, if
you file the 470 BEFORE the window opens, you can still use the old 470 --
and I strongly encourage you to do so. We just never know what technical
glitches await us when they release new online forms. The changes aren't
drastic, but it's always better to use the form you know.
So although you technically can file your Form 470 29 days before the close
of the Year 8 application window, I DO NOT ADVISE YOU TO DO SO. My advice
is to post your 470s before you leave for Thanksgiving recess. Then
December will be your 28 day waiting period, and you can then spend January
evaluating your proposals, signing your contracts, and preparing your 471.
