Template Attached for Bulk FCCRNs

As you know, the FCC is now requiring all entities (down to the building
level) to have FCC Registration Numbers. I recently told you about a
mechanism that the SLD developed in order to obtain FCCRNs in bulk instead
of having to use the FCC's website. Because the SLD's instructions on
exactly how to upload the required information aren't clear, I've developed
and attached a helpful template. A few important notes about the template:
1) The direct link for uploading your file to the SLD is:
http://www.slforms.universalservice.org/FCCRegNum/Welcome.aspx.
2) The spreadsheet is in excel format, but you must save it as a .cvs file
before it's submitted.
3) You also must delete the header row before it's submitted.
4) Although some of the columns are optional, you still must include those
columns even if they are blank.
5) Where a number is listed in parenthesis in the header row, it indicates
how many characters are permitted in a given cell in that column (not how
many are expected).
6) Where it asks for the Tax ID number, you should list the District or
Library's main Tax ID number for each building in your spreadsheet.
7) Yes, you need to obtain an FCCRN for every building that you list in
your Block 4 -- even for non-instructional buildings.
8) The final data field in the SLD's tool is labeled "BEN." Usually, this
means the "Billed Entity Number," but in this case, the SLD is looking for
the INDIVIDUAL ENTITY NUMBER for the school building itself, not the main
Billed Entity Number of the District. You can find these numbers easily by
looking at Block 4 of your 471 from last year.
9) Although the FCC's FCCRN site does not require it, the SLD's tool
requires the phone, fax and e-mail addresses for each entity. You'll
probably just want to enter the District's main phone number, fax number,
and the e-mail address of the contact person.
10) The new Form 471 does not have fields to enter the FCCRNs this year,
but PIA will be requesting these before your application can be processed.
So if you apply via the FCC's site, you should include a separate page with
your Item 21 attachments listing those numbers. If you applied and received
your FCCRNs via the SLD's tool, those numbers will be automatically inserted
into their databases and you don't need to supply them with the Item 21
attachments.
11) The SLD states if you submit your info by Jan. 15, you will receive
your numbers by mail in early February. Submitting for the numbers by
February 25 will get a mailing returned in mid-March. But again, if you use
the SLD upload feature, you won't have to provide these numbers to the
SLD... they will be transmitted to them automatically.
If you have any questions, please let me know. Again, don't forget to
remove the header row before you upload, and also to save it as a .cvs file
instead of an excel file.
