AT&T Wireless/Cingular Merger E-rate Information
Because so many applicants in Pennsylvania use AT&T Wireless for their cellular services and because I’ve received numerous questions about how this impacts E-rate applications, invoicing, SPIN changes, etc., I’ve researched and compiled some information that may be of some assistance.
Do you have to submit a SPIN change?
On March 2005, Cingular submitted a global SPIN change request to the SLD, requesting that all FRNs containing AT&T Wireless SPIN # 143024165 be changed to Cingular Wireless SPIN # 143025240. The changes would be made for all FRNs, both pending and previously funded. Applicants that have FRNs containing the AT&T Wireless SPIN of 143024165 DO NOT have to request a SPIN change with the SLD -- Cingular has taken care of it for you.
How should you handle your Year 5, 6, and 7 BEARs?
Any BEARs using the AT&T Wireless SPIN (143024165) that were mailed to the SLD and data-entered by the SLD forms processing department on or before June 8, 2005, will be corrected automatically by the SLD and no further action is needed by the applicant. If a BEAR was or is dated on or after June 9, 2005 and lists the AT&T Wireless SPIN, the BEAR will be sent to problem resolution and the SLD will reach out to the applicant and alert them that the BEAR needs to be updated using the new Cingular Wireless SPIN. (Note: In my review of the SLD’s online Data Retrieval Tool, I could not find any pending invoices from Years 5 or 6 for PA applicants.)
Who should sign your Cingular BEAR?
All BEARs for Cingular (and the old AT&T Wireless) should submit all completed BEAR Forms to Tammy Smith at Cingular Wireless (fax number (678) 893-1181). Applicants must use the Cingular Wireless SPIN when submitting BEARs –143025240 – as the SLD has processed the global SPIN change for all FRNs that previously listed the AT&T Wireless SPIN.
Also, because AT&T Wireless essentially no longer exists, applicants cannot use AT&T's online signed BEAR page for Cingular BEARs.
Does Cingular provide discounted billing?
Yes, Cingular Wireless provides discounted billing, if requested by the applicant. After you receive your FCDL, contact Tammy Smith (phone (678) 893-1227) and request discounted billing. She likely will request that you fax to her a copy of your Item 21 attachment associated with that FRN and confirm that you have filed your Form 486.
