Eligible Services List for FY 2008 Adopted

The Eligible Services List for Year 11 (FY 2008-2009) has been approved by the FCC and is available at:
http://fjallfoss.fcc.gov/edocs_public/attachmatch/FCC-07-182A2.pdf.  There are a few changes to the list, which become effective July 1, 2008, but which may be included on your Form 470’s that are being posted now. Those changes are as follows:

Centrex Service:
  In the 2008 ESL, Centrex service is treated as basic telephone service with the intention of eliminating the requirement that applicants file a technology plan for Centrex service.   Note that other telecommunications services (e.g., T-1, ISDN, OC-1, etc.) are not included in the “basic telephone service” definition and will still require tech plans.

Broadband over Power Lines (“BPL”): 
BPL has been added to the Digital Transmission Services entry under the telecommunications category of service, and BPL-enabled Internet access service under the Internet access category of service.

Distance Learning and Video Conferencing:
A new entry for has been added to clarify that Internet access used for such services is eligible, but that separate charges and tools for Web meetings or online collaboration are not eligible.

Web hosting:
  The FCC clarified what components of webhosting are and are not eligible.  (We also have recently received clarification from the SLD that E-rate will only provide discounts on the cost to host a district, school, library or teacher web sites or pages.  Online collaboration tools that are web-based are not E-rate eligible despite the fact that they are being webhosted.)

The
eligible components are strictly limited to: 

  • Provision of web site traffic (bandwidth),
  • Provision of disk space for storing applicant provided content,
  • Provision of File Transfer Protocol (FTP) transfer or a Web interface to upload files. 

The ineligible components or functions are:

  • Software applications
  • End-user file storage and content editing features
  • Charges for the creation or display of information
  • Creation or modification of information, such as a website creation fee or content maintenance fee
  • Software, services, or systems used to create or edit content

Failover products or services:  In line with the general ineligibility of redundant services, “failover” products and services have been added to the entry of Other Miscellaneous Ineligible Components.

Ancillary Calendaring Functions:  The FCC clarified that applicants are not required to provide cost allocation for calendaring functions that are ancillary to E-mail service.
