E-rate SPIN Info for Telcove Customers

Based on questions I've received about Telcove and Level 3 SPINs and conversations with representatives from Telcove, I've compiled comprehensive information about which SPIN to use, and which customers must do SPIN changes for the current funding year. 

-- All applicants that will be applying for E-rate discounts on Telcove service for FY 2008 (Year 11) should use the Telcove of Pennsylvania SPIN -- 143000087 -- on their Form 471.  If you have already submitted your Year 11 Form 471 and included the old Telcove SPIN, please make a simple correction on your Receipt Acknowledgement Letter when you receive it, and fax it back to the SLD at 973-599-6526 (I believe the RAL correction only affects Indiana Area School District, so far).

-- Although Level 3 acquired Telcove last year, you should NOT use the Level 3 FRN on any Form 471 applications at this time.

-- Applicants that have FY 2007 (Year 10) E-rate funding requests for Telcove Investment, LLC SPIN (143022855) are asked to do a corrective SPIN change to 143000087 (TelCove of Pennsylvania, LLC).   After that, please use the new Telcove SPIN for all future forms, including FY 2007 BEARs.  A list of the affected applicants is listed below along with a template to complete the corrective SPIN change.

-- Applicants that have FY 2007 (Year 10) E-rate funding requests for Telcove of York SPIN (1430155000) or the Telcove of Eastern Pennsylvania SPIN (143000083) do NOT have to apply for a SPIN change for FY 2007, because Telcove was able to globally convert these SPINs to the new Telcove PA SPIN (143000087).  However, these applicants should be sure to use the new Telcove SPIN -- 143000087 -- on all forms going forward from this date, including FY 2007 BEARs.
