New Round of E-rate Audits Being Announced

The Federal Communications Commission's Office of Inspector General (FCC-OIG) has initiated Round 3 of E-rate "attestation audits' and affected applicants have begun to receive notifications.  Three districts in PA (from the east, west and middle parts of the state) have been notified this week and we expect others to be notified in the next days, weeks and months.  The audits are random but applicants receiving more funding are more heavily weighted in the selection process.  If you are notified that you are being audited, please let me know right away.

Applicants are first notified via a call, followed by the official 29-page audit notification letter, which outlines the very detailed and extensive information that must be submitted to the auditing firm.  At the same time the auditors provide their date of arrival for a multi-week, on-site visit which usually occurs about two - three weeks after the notification letter is issued.  The on-site portion of the audit will begin with a kick-off meeting and end with an exit meeting at which time they will present the applicant with their "findings," if any.  Should any audit findings be made, the applicant will then have 2 weeks to prepare a management response to challenge those findings.  USAC will then review the audit report and the applicant's response and decide if any funding was incorrectly disbursed and should be collected.

The scope of these audits and the information being collected is voluminous. 
Attached is a sample of an audit notification letter from the last round of audits (it appears to be nearly the same as the new letter) and I encourage you to review it so you can see how much and what information applicants are being required to submit.

Again, if you are notified of an audit, please let me know.  Last year we had eight applicants audited, and I expect this year we will have several more than that.
