Is Your Entity Technology-Plan Compliant?
Message Posted May 6, 2010

~ List of 123 public school entities needing to take action ASAP listed below ~

E-rate rules require that any applicant receiving E-rate funding must have an approved technology plan before July 1, and that plan must have been "written" before the Form 470 was submitted for the upcoming E-rate funding year. The only exception is for applicants receiving only basic phone service which is defined for FY 2009 as single-line voice service (e.g., local, cellular, voice mail, 800-service, or long distance) and centrex service. Very, very few applicants only receive basic phone service and therefore almost everyone must comply with the technology plan rules.

In reviewing the status of technology plans for public school entities (Districts, AVTSs, IUs, Charters) as of April 19, 2010, we found that many entities have technology plans expiring June 30, 2010 for which their new technology plan has not yet been submitted for approval or has been submitted but needs revised. A list of those 123 entities is below. If your entity is listed, you must take immediate action to submit or resubmit your technology plan in order for it to go through the peer review and PDE review processes and ultimately be approved by July 1.

Note: 13 of the 123 entities have submitted and approved tech plans, but accidentally specified them as AMENDMENTS to their existing plans. Therefore their approval letters state that their amendment is approved for FY 2007 - 2010. If you are one of those 13 entities listed below, please contact Joan Adams at jadams@caiu.org ASAP to have a new tech plan letter generated.

Also, 6 of the 123 entities have completed their tech plans, but have not yet hit submit. If you are one of those entities identified below, just go back into the system and hit submit!

If your technology plan is not approved by July 1, 2009, you cannot file the Form 486, and the SLD can deduct 1/365th worth of funding for each day that your technology plan was not approved during the funding year. If you are a member of an IU WAN, the IU WAN E-rate application also may lose 1/365th worth of funding.

If you have questions about the status of your technology plan, or need assistance in completing your technology plan, please contact the eSP help desk at 717-732-8403 or e-mail estratplan@caiu.org.
