FCC Requests Information from Schools/Libraries That Do NOT Have Fiber

The FCC staff is currently researching what barriers exist to obtaining fiber in an effort to seek ways that E-rate can help to overcome those barriers. To that end, they have requested that we solicit information from Pennsylvania's schools and libraries that do not currently have fiber connections but whom would like to acquire fiber connections but cannot do so because it is cost-prohibitive.

If your school or library falls into this category, please take five minutes and respond to the brief list of questions below, and send your response back to me at jtschell@comcast.net. I will then forward to the FCC unedited. Be sure to list a contact name and number and e-mail address so that if the FCC has additional questions they can contact you directly. Please be as specific as possible in your responses as the FCC is going to consider your answers heavily as they develop proposals in the next few weeks.

Please respond to this message in the 3-4 days if possible.

Information Requested

(1) Location of school/school district/library (town, state)

(2) Urban/rural E-rate status

(3) Public/private school

(4) Number of schools/students, libraries/patrons served

(5) Contact name and contact information

(6) Current speed/bandwidth

(7) Desired speed/bandwidth

(8) How much does the entity pay on a monthly basis for their Internet access?

(9) Reason for the need to upgrade (such as network failures/loss of connectivity/service interruptions, need for increase in bandwidth to support increased use, maximize use of technology, etc.)

(10) How much can the entity afford to pay for fiber, based on its budget? (List amount AFTER E-rate discounts are applied)

(11) Has the entity previously sought bids for fiber? If so, what were the prices received (for both installation and monthly recurring charges) and were there multiple bidders?

(12) Has the entity ever sought, received, or considered proposals for other types of technologies to meet their broadband needs? (If you have considered purchasing your own fiber, list that here)

(13) What, if any, other barriers prevent the entity from acquiring a fiber optic connection?
