Where Is My FY 2013 Funding Commitment?

In the last three weeks, I've received dozens of e-mails asking why you haven't yet received your FY 2013 E-rate Funding Commitment Letter. In most years, the vast majority of PA applicants are funded prior or close to July 1; however, for FY 2013, USAC has not committed funding -- nationwide -- at the rate they have in the past. Here are the statistics:
Nationwide: 28% of Priority 1 applications funded. $298M committed (out of $2.7B Priority 1 demand). So they have only committed about 13% of the Priority 1 funds thus far.
In PA: Only 20% of Priority 1 dollars committed. 40% of FRNs funded. 56% of applicants funded.
When asked about the delay, USAC said they have focused staff resources on cleaning up applications from prior years, and have been funding mostly smaller applications for FY 2013 thus far (the average FCDL amount is $17,394). They will be augmenting the FY 2013 PIA reviews in the next few weeks and we should see more funding commitments flowing soon.
So please don't be concerned if you haven't yet been funded yet. The delay has nothing to do with your application; USAC is just behind in PIA reviews this year. We have expressed our concerns about the delays on your behalf.
If you are worried about not receiving discounted bills, please pay your bills in full and when you are ultimately funded (and you file your Form 486), the vendor will provide you with discounts dated back to July 1 for the amount that you've overpaid.
