Year 2 E-rate Deadline Extended for Internal Connections

On Friday, the FCC released an order extending the deadline for using Year 2 discounts on nonrecurring services (i.e., equipment purchases and installations) to September 30, 2000. Recurring services such as telephone service and internet access are unaffected by this order and such contracts cannot be extended past June 30, 2000.
Without this extension, schools and libraries who had been awarded Year 2 funding for new installations would have had to complete such installations by June 30, 2000, or lose funding. Since most Year 2 awards were not made until late last summer or fall, many applicants missed the opportunity to have their installation work done during summer school vacation period. This change gives such applicants a full summer to complete this work.
Credit for this decision goes to the Illinois Dept. of Education who petitioned the FCC. The two main sections of the FCC's Order read as follows:
... the deadline for the use of nonrecurring services in the
second funding year of the schools and libraries universal
service support mechanism for all applicants is extended
from June 30, 2000 to September 30, 2000.
In addition the order allows schools and libraries to:
... extend to September 30, 2000 the date by which
nonrecurring services approved for Year Two discounts may
be received without complying with the Commission's competitive
bidding process. Parties may not, however, extend other
contractual provisions beyond the dates established by the
Commission's rules without complying with the competitive bidding
process.
