The SLD has just announced that the Year 9 (2006-2007) E-rate application window will open at noon (EST) on Tuesday, December 6, 2005 and close at11:59 pm (EST) on Thursday, February 16, 2006. The FCC also approved the Year 9 Eligible Services List and I will be summarizing the changes in a subsequent e-mail (very few, very minor changes over last year). So although you technically can file your Form 470 29 days before the close of the Year 9 application window, I DO NOT ADVISE YOU TO DO SO. My advice is to post your 470s in the next 2 weeks. Then December will be your 28 day waiting period, and you can then spend January evaluating your proposals, signing your contracts, and preparing your 471.
Both the Form 470 and 471 can and should be filed online at http://www.sl.universalservice.org/menu.asp. The new E-rate PINs are due to be mailed in the next week so that you have them before the Form 471 window opening on December 6.
