Year 8 (FY 2005-2006), Waves 39 & 40 E-rate Funding Committed
~ Internal Connections Funding Drops to 88% in Wave 40 ~

Congratulations to the following 18 Pennsylvania schools that will be receiving Year 8, Waves 39 and 40 E-rate Funding Commitment Letters, totaling $65,086 and $1,680,476.38 respectively. There were no PA applicants funded in Wave 38. ** The FCC has approved funding Year 8 internal connections down to at least the 88% level, and many of those funding commitments are reflected in Wave 40. The decision also has been made that funding is not available to fund requests at 76% and below. The fate of requests between 87% and 77% is yet to be decided and likely rests on outstanding decisions related to Year 8 statewide consortia applications and pending appeals.**
IF YOU WERE FUNDED IN WAVE 39 or 40, THE NEXT STEP IS TO FILE THE 486 -- NOW! FRNs FUNDED IN WAVE 39 WILL BE DATED 3/14/2006 AND THEREFORE MUST HAVE 486s SUBMITTED BY JUNE 21, 2006. FRNs FUNDED IN WAVE 40 WILL BE DATED 3/23/2006 AND THEREFORE MUST HAVE 486s SUBMITTED BY JUNE 30, 2006.
This form tells the SLD 3 things:
1) that they are authorized to pay invoices (either BEAR or SPIFs)
2) that your technology plan has been approved (and by which SLD-certified approver)
3) that you were CIPA compliant by July 1, 2005.
For applicants requesting discounted bills this year, the service provider must receive a copy of the 486 approval letter before they can begin discounting your bills. So the sooner you file this form, the better.
The 486 can be filed electronically under the "apply online" section of the SLD's website at http://www.universalservice.org/sl/ (on the left side toolbar). You can submit this form electronically even if you don't have a PIN number. If that's the case, simply hit submit, then print out the signature page and mail that to the SLD.
Because the start of the funding year has begun (July 1), you should skip item 6A on the Form 486 (for early filing). Also, if you're CIPA compliant, you can also skip boxes 6B and 6C.
