Category 1 Services"},"content":{"rendered":"<p>April 3, 2017<\/p>\n<p>Attached:\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2017\/04\/Form-471-Category-1-Filing-Guide-2017.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\">Form 471 Category 1 Filing Guide 2017<\/a><\/p>\n<p>Congratulations to the 176 PA schools and libraries that have already filed their FY 2017 Form 471s!\u00a0 For the 900+ applicants that haven\u2019t yet filed, there are only 38 days left to do so before the May 11, 2017 deadline.\u00a0 Although USAC said they can\u2019t promise to \u201cfund\u201d applications in the order they\u2019re submitted, they have promised \u201creview\u201d applications in this order \u2013 so submit as early as possible.<\/p>\n<p><strong>CATEGORY 1 FILING GUIDE<\/strong><\/p>\n<p>Attached you will find a helpful Form 471 Filing Guide for Category 1 Services.\u00a0 It contains 107 slides, walking you through three funding requests as follows:<\/p>\n<ul>\n<li>Local-long distance\/PRI lines &#8211; 2 FRN line items (starts on slide 17)<\/li>\n<li>Internet access (bundled with transport) &#8211; 1 FRN line item (starts on slide 43)<\/li>\n<li>Lit fiber WAN &#8211; 3 FRN line items (starts on slide 65)<\/li>\n<\/ul>\n<p><strong>HELPFUL HINTS<\/strong><\/p>\n<p>FY 2016 was the first year that applications were filed in the new E-rate Productivity Center (EPC) and throughout the last year, we\u2019ve learned a few lessons:<\/p>\n<ol>\n<li><strong>File a Form 471 for EACH separate FRN.<\/strong><\/li>\n<\/ol>\n<p>This isn\u2019t a USAC requirement, but based on what I saw during FY 2016 PIA reviews, smaller applications were funded faster.\u00a0 It doesn\u2019t take much extra time to create a new 471 &#8212; just a few extra clicks.\u00a0 If you\u2019ve already filed multiple FRNs on a single 471, that\u2019s ok!\u00a0 But if you haven\u2019t yet filed, you may want to consider \u201cflattening\u201d your application into several smaller ones.\u00a0 (Note:\u00a0 the exception to this advice is if you\u2019re filing for leased dark fiber or special provisioned fiber, in which case all related FRNs should be listed on the same 471.)<\/p>\n<ol start=\"2\">\n<li><strong>Be sure to price-out all unit costs separately.<\/strong><\/li>\n<\/ol>\n<p>For example, don\u2019t list voice services as $5000\/month and quantity of 1.\u00a0 Instead, you must show the line cost, and then the # of lines.\u00a0 For example, list $55\/month, with a quantity of 91 lines.\u00a0 The system will do the math.<\/p>\n<ol start=\"3\">\n<li><strong>For cellular services:<\/strong><\/li>\n<li><strong>Always choose \u201ccellular voice, no data\u201d <\/strong>to describe your service,even if you\u2019re actually receiving bundled services from vendor (such as a bundled voice\/data plan).\u00a0 The only exception to this is if you qualify for the very limited mobile broadband services (such as for bookmobiles).<\/li>\n<li><strong>List the total cost of cellular services<\/strong>, then show ineligible amount.\u00a0 In other words, don\u2019t do the math offline and simply enter the eligible cost because you want PIA to see that you\u2019ve subtracted the ineligible costs.\u00a0 It\u2019s also a good idea to say what was removed as ineligible in the narrative box (data services, voice mail, caller ID, text messaging, etc.).<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong>For Internet and Data FRNs<\/strong>, answer the Yes\/No Questions this way:<\/li>\n<\/ol>\n<ul>\n<li>Answer 2<sup>nd<\/sup> Question first (is this for a WAN?)<\/li>\n<li>If the answer to the 2<sup>nd<\/sup> Question is Yes, then the answer to 1<sup>st<\/sup> question is No<\/li>\n<li>Internet FRNs should always answer No\/Yes.<\/li>\n<li>There is a small exception for consortia backbone applications where they would answer No\/No.<\/li>\n<\/ul>\n<p>If you have any questions as you&#8217;re working through your Form 471, please don&#8217;t hesitate to e-mail me at <a href=\"mailto:jtschell@comcast.net\">jtschell@comcast.net<\/a>.<\/p>\n<p>&#8212;
