{"id":22591,"date":"2017-11-02T21:56:54","date_gmt":"2017-11-02T21:56:54","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=22591"},"modified":"2017-11-05T21:59:35","modified_gmt":"2017-11-05T21:59:35","slug":"applying-for-category-2-in-fy-2018-eligibility-and-budget-information","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=22591","title":{"rendered":"Applying for Category 2 in FY 2018: Eligibility and Budget Information"},"content":{"rendered":"<p>November 2, 2017<\/p>\n<p>Attached:\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2017\/11\/Category-2-Eligible-Services-and-Equipment-2018.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\">Category 2 Eligible Services and Equipment 2018<\/a><\/p>\n<p>&#8230;Bidding Options\/Requirements Coming Next&#8230;<\/p>\n<p>Category 2 is the funding mechanism under the E-rate program designed to fund networking equipment and infrastructure <strong>within<\/strong> a school or library building.\u00a0 All eligible requests that have followed the proper bidding rules will be funded, regardless of E-rate discount, up to a building&#8217;s 5-year cap.<\/p>\n<p><strong>How Many Years Will Category 2 Funding Be Available?<\/strong><\/p>\n<p>The answer is \u2013 we\u2019re unsure.\u00a0 The FCC rules say that the C2 budgets are for 5-years, based on the first year that any school in the district was committed C2 funding.\u00a0 However, there is also language indicating that C2 funding is only available through FY 2019, after which it will sunset unless the FCC takes action.\u00a0 Therefore, I strongly encourage all schools and libraries to consider their internal connections needs, and utilize their Category 2 E-rate budgets in either Funding Year 2018 or 2019.<\/p>\n<p>There are four important components to applying for C2 funding:<\/p>\n<p>1) <strong>TIMELINE<\/strong> &#8211; Understanding the Category 2 purchasing timeline<\/p>\n<p>2) <strong>ELIGIBILITY<\/strong> &#8211; Knowing what equipment and services are eligible<\/p>\n<p>3) <strong>C2<\/strong> <strong>BUDGETS<\/strong> &#8211; Calculating your 5-year C2 E-rate funding caps for each building<\/p>\n<p>4) <strong>BIDDING<\/strong> &#8211; Understanding the procurement\/bidding options and requirements for PA applicants<\/p>\n<p>This message will cover items 1 \u2013 3:\u00a0 the C2 purchasing TIMELINE, what&#8217;s ELIGIBLE and the C2 BUDGETS (funding caps).\u00a0 I will send a separate message with full details about the C2 BIDDING options and requirements.\u00a0 If you are planning to apply for C2 funding for FY 2018, please read these messages carefully.<\/p>\n<p><strong>Category 2 Purchasing\/Installation Timeline<\/strong><\/p>\n<p>Category 2 equipment related to Funding Year 2018 may be purchased\/installed between April 1, 2018 &#8211; September 30, 2019.\u00a0 If you would like to make C2 purchases on or after April 1 but before you receive your E-rate funding commitment letter, you may do so but understand that you will be required to pay 100% of the cost and then seek reimbursement from USAC (using the Form 472 BEAR).\u00a0 Also, no reimbursements will be paid before July 1, 2018 for FY 2018.<\/p>\n<p>All equipment must be purchased and installed before September 30, 2019, even if installation wasn\u2019t included in your FY 2018 E-rate funding request.<\/p>\n<p>Category 2 services, such as MIBS and basic maintenance, are considered <em>recurring<\/em> services and are only eligible for the 12 months of the actual funding year which is between July 1, 2018 &#8211; June 30, 2019.<\/p>\n<p><strong>Summary:\u00a0\u00a0 Competitively bid all C2 equipment within the next 2 months that you may wish to purchase on or after April 1, 2018.<\/strong><\/p>\n<p><strong>What is Eligible for Category 2 Funding?\u00a0 <\/strong><\/p>\n<ul>\n<li>Wireless Access Points\/Wireless Controllers<\/li>\n<li>Routers<\/li>\n<li>Switches<\/li>\n<li>Antennas (must be integral to the LAN\/WAN)<\/li>\n<li>Firewall Equipment<\/li>\n<li>Internal Structured Cabling (unless solely dedicated to voice)<\/li>\n<li>Caching Servers &#8211; (these are the only eligible servers)<\/li>\n<li>Racks that house eligible equipment<\/li>\n<li>UPS that support eligible equipment<\/li>\n<li>Cloud-based functionality of eligible equipment<\/li>\n<li>Licenses for eligible equipment (can apply for multi-year license in Year 1 of your contract)<\/li>\n<li>Software that supports eligible equipment<\/li>\n<li>Limited basic maintenance services for eligible equipment<\/li>\n<li>Managed Internal Broadband Services (MIBS) &#8211; (see more below)<\/li>\n<li>Taxes, surcharges and other similar reasonable charges<\/li>\n<li>Shipping charges<\/li>\n<li>Training on how to use eligible equipment<\/li>\n<li>Installation and configuration (not required to be the equipment vendor)<\/li>\n<\/ul>\n<p>No voice or video equipment is eligible for Category 2 E-rate funding.<\/p>\n<p><em>MIBS<\/em>:\u00a0 Managed Internal Broadband Services are considered services which cover the 3<sup>rd<\/sup> party operation, management, and\/or monitoring of a LAN or WLAN.\u00a0 This new category of service can include managed Wi-Fi, installation, activation, maintenance, initial configuration and on-site training of eligible equipment.\u00a0 In some arrangements, the applicant will sign a contract with a vendor who would own, manage, operate and maintain the network equipment; or, the applicant will own the equipment, but have a vendor manage it for them.<\/p>\n<p><strong>Calculating Your Category 2 Building Funding Caps<br \/>\n<\/strong><strong>All schools and libraries are eligible to receive Category 2 E-rate funding up to a maximum 5-year pre-discount amount, known as a Category 2 budget (there are no budget caps for Category 1 services).\u00a0 <\/strong>Each individual school and each library has a C2 budget; districts and library systems may not average their costs across multiple school or library budgets or move funding from one school to another.\u00a0 Non-instructional facilities (NIFs) do not have C2 budgets. \u00a0If central equipment that serves schools is located in a separate non-school building, you may purchase such equipment using C2 funding from the schools served by the equipment and must allocate on the Form 471 the cost of the eligible product to one or more of the entities benefiting from the service.\u00a0 C2 budgets are subject to a five-year cycle beginning with the first funding year in which you receive C2 support for any one of your schools\/libraries. However, the budgets can be used as needed, and schools and libraries are not required to request all of the funding in a single year.<\/p>\n<p><strong><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Schools<\/em><\/strong>:\u00a0 To calculate the pre-discount C2 budget for a school, multiply the number of students who attend the school by $153.47 (with a minimum budget of $9412.80).\u00a0 Note: If a student attends more than one school (e.g., if the student from one school attends a vocational training school in the afternoons), both schools should count that student for the purpose of calculating their respective budgets.\u00a0 An example of how three schools would calculate their C2 budgets is shown at the bottom of this message.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Libraries:\u00a0 <\/strong>To calculate the pre-discount C2 budget for a library, multiply the total area of the library in square feet \u2013 including all areas enclosed by the outer walls of the library and occupied by the library (not just public areas) \u2013 by $2.35 (with a minimum budget of $9412.80).\u00a0 Libraries that serve populations greater than 250,000 have a per square foot budget of $5.00.<\/p>\n<p>A school or library&#8217;s C2 budget is based on the enrollment (maximum density of students) of the year in which you apply.\u00a0 If you received C2 funding in FY 2015, 2017 and\/or 2017, you would subtract those pre-discount \u201ccommitted\u201d amounts from from your calculated FY 2018 Category 2 budget to determine your remaining C2 budget.\u00a0 For example, if your FY 2018 C2 budget is $100,000, and you were approved for \u201cpre-discount\u201d amount of $25,000 in FY 2015 and $30,000 in FY 2016, the amount of your remaining C2 pre-discount budget would be $45,000 ($100,000 &#8211; $25,000 &#8211; $30,000).\u00a0\u00a0 More detailed information about calculating your remaining C2 budget by building can be found at: <a href=\"https:\/\/e-ratepa.org\/?p=21791\">https:\/\/e-ratepa.org\/?p=21791<\/a>.<\/p>\n<p>For new schools, you can estimate the # of students who will attend the school; however, if you overestimate your student count and exceed the five-year pre-discount budget the next funding year, you must return any funds in excess of the allowable budget.<\/p>\n<p><strong>Remember that your Category 2 budget is based on the <\/strong><em><strong>PRE-DISCOUNT<\/strong><\/em><strong> cost of the products and services allocated to your school or library.
