{"id":27921,"date":"2018-11-12T01:44:23","date_gmt":"2018-11-12T01:44:23","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=27921"},"modified":"2018-11-16T01:49:39","modified_gmt":"2018-11-16T01:49:39","slug":"filing-accurate-form-470s-for-internet-access","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=27921","title":{"rendered":"Filing Accurate Form 470s for Internet Access"},"content":{"rendered":"<p>November 12, 2018<\/p>\n<p><strong>~ Read Carefully to Determine if You Must Refile ~<\/strong><\/p>\n<p>You may recall that last year the Form 470 contained confusing drop-down options for applicants seeking Internet Access services.\u00a0 Because so many applicants filed incorrectly, the FCC issued a blanket waiver for FY 2018 so last year\u2019s applicants wouldn\u2019t be denied for inaccurate Form 470 Internet filings.\u00a0 The FY 2019 Form 470 drop downs were modified slightly, but the confusion appears to be remain based on the Form 470 filings I\u2019ve reviewed.\u00a0 I doubt the FCC will issue another blanket waiver for a second year. \u00a0Therefore, it\u2019s extremely important for applicants to ensure they have selected or will be selecting the accurate Form 470 drop-down item to be compliant with E-rate\u2019s FY 2019 competitive bidding requirements.<\/p>\n<p><strong>Essentially\u2026 <\/strong><\/p>\n<ul>\n<li>If you are seeking proposals for Internet delivered over Fiber Transport, you must select \u201c<strong>Leased Lit Fiber (with or without Internet Access)<\/strong>\u201d and then explain in the narrative that you\u2019re seeking Internet and at what bandwidth.<\/li>\n<li>If you are seeking proposals for Internet via a different mode of transport (cable modem, DSL, etc.), then you must select \u201c<strong>Internet Access and Transport Bundled \u2013 Non-Fiber.<\/strong>\u201d\u00a0 But be careful not to specify which transport mode you\u2019re seeking.<\/li>\n<li>If you are seeking proposals for both Internet delivered over Fiber, AND a separate Leased Lit Fiber wide area network, you should create two separate services on the 470 and then explain in the narrative what exact services you want for each.\u00a0 Why?\u00a0 The <strong>\u201cLeased Lit Fiber\u201d<\/strong> service drop down option is now used for two things:\u00a0 1) Internet Access service that is delivered over a leased lit <strong>fiber <\/strong>circuit, and 2) Leased Lit Fiber circuits \u2013 not including Internet &#8212; but you\u2019ll want to make it clear to vendors that you\u2019re actually are seeking proposals for different types of services.<\/li>\n<\/ul>\n<p>To help you decide which Form 470 drop down to select based on the actual service you\u2019re seeking, I\u2019ve created the following cheat sheet. \u00a0Note that that transport selections are at the top of the chart and the Internet selections are at the bottom in red \u2013 but these are not the same order as you will see them on the actual Form 470 drop down list.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-27941\" src=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2018\/11\/Form470_cheatsheet.png\" alt=\"Form470_cheatsheet\" width=\"966\" height=\"681\" srcset=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2018\/11\/Form470_cheatsheet.png 966w, https:\/\/e-ratepa.org\/wp-content\/uploads\/2018\/11\/Form470_cheatsheet-300x211.png 300w\" sizes=\"auto, (max-width: 966px) 100vw, 966px\" \/><\/p>\n<p>For applicants who already submitted their Form 470 for Internet Access service and may not have followed these guidelines, I strongly encourage you to re-post your Form 470 and thus re-start your 28 day bidding period.\u00a0 Also, if you have questions about filing the Form 470 in general, please see <a href=\"https:\/\/e-ratepa.org\/?p=27601\">https:\/\/e-ratepa.org\/?p=27601<\/a> for a full list of changes\/hints, a full Form 470 Filing Guide, and a status report of entities\u2019 services \u2019 and whether they need to be rebid for FY 2019.<\/p>\n<p>Please feel free to contact me if you have any questions, as always.<\/p>\n<p>&#8212;
