is Open<strong> ~<\/strong><\/p>\n<p>~ Schools and Libraries Should Update their EPC Profiles Soon ~<\/p>\n<p>~ Helpful Guide and Draft Enrollment\/NSLP\/CEP Data Attached ~<\/p>\n<p>The Funding Year 2019 E-rate \u201dAdmin Window\u201d is now open!\u00a0 That means it\u2019s time that schools must update the enrollment\/NSLP data in each of their schools\u2019 EPC profiles and add any new schools\/admin buildings (libraries do not enter NSLP data, but should update any changes to square footage of their buildings).\u00a0 After the Admin Window closes, the data will be \u201clocked down\u201d and it will not be possible to update this data in the EPC profiles because that data will be linked to active library and consortia applications.\u00a0 The Admin Window deadline has not yet been announced, but I expect it to be the second week in January.\u00a0 As soon as the Admin Window closes, the Form 471 Filing Window for FY 2019 will open.\u00a0 *Try to update your school data in EPC before leaving for holiday break*<\/p>\n<p><strong>IMPORTANT<\/strong>:\u00a0 The <em>official<\/em> PDE NSLP Data File will not be available until after the Admin Window has closed; but, the PDE Bureau of Food and Nutrition has again provided us with the unofficial data that was submitted by each LEA on their October 2018 NSLP Claim Form (which is the month that is used by USAC to validate your discounts).\u00a0 I made this request of PDE because I thought it would be easier than having every PA LEA contact their food service director to request the data that had been submitted.\u00a0 Official disclaimer:\u00a0 LEAs technically have until December 30, 2018 to make revisions to this data in the PDE PEARS system, and therefore there\u2019s a <em>chance<\/em> that this data could change from the official data that is submitted to USAC.<\/p>\n<p><strong>Details about the Data:<\/strong> The data that you will use is on the 1<sup>st<\/sup> tab (named:\u00a0 Oct 2018 NSLP Draft Data), which contains the Enrollment and NSLP that should be used in each school\u2019s EPC profile.\u00a0 If a school is a CEP-participating school, they will use the Enrollment and CEP Percentage shown on the spreadsheet (note, this is technically the Identified Student Percentage, but USAC calls it the CEP Percentage).<\/p>\n<p><strong>Some Missing Data:<\/strong>\u00a0 There are 46 LEAs that have not yet submitted their October 2018 NSLP Claim Forms to PDE, and I\u2019ve listed those entities on the 2<sup>nd<\/sup> tab in the spreadsheet file (named: No Oct 2018 Claim Form).\u00a0 If your LEA\u2019s name is on this \u201cnon-filer\u201d list, you should contact your Food Service Director and remind them to file this October 2018 claim form ASAP, and then have them provide to you the data they submitted so you can enter it in your EPC profiles.\u00a0 Of those 46 LEAs that haven\u2019t submitted their October 2018 NSLP Claim Forms to PDE, 12 of those LEAs have CEP schools.\u00a0 I\u2019ve listed their CEP Percentages on the 3<sup>rd<\/sup> tab (named: CEP % but No Oct 2018 Claim Form), because the October 2018 NSLP Claim Forms have not yet been submitted.<\/p>\n<p><strong>Schools that No Longer Participate in NSLP:<\/strong>\u00a0 The attached spreadsheet only contains buildings that have students participating in the NSLP program.\u00a0 If your school does not participate in the NSLP, they still must be included in your EPC Portal and have enrollment and NSLP eligibility data entered. \u00a0If you do not have the NSLP data and cannot obtain student family income levels from other sources, you can list 0 and receive the minimum 20% E-rate discount for that school.<\/p>\n<p><strong>What To Do Now<\/strong><\/p>\n<ol>\n<li>Review the entities in your EPC Portal and contact USAC at 888-203-8100 to have any new entities added, such as new schools, libraries, NIFs, etc.<\/li>\n<li>Update the Enrollment and NSLP (or CEP) data in each school\u2019s EPC profile.\u00a0 Although I encourage everyone to use the October 2018 data, schools are permitted to use alternative data (such as surveys, more recent data, etc.).\u00a0 If you use data different from the Oct 2018 data, just be prepared to validate\/prove this data during PIA review.\u00a0\u00a0 If a school is participating in the Community Eligibility Provision (CEP) program, \u201cCEP\u201d will be noted in the Free\/Reduced Column (Column G) in which case that school\u2019s EPC Profile should mark YES the Community Eligibility Provision and then enter the CEP% number from Column J in the required EPC field.<\/li>\n<li>Use the attached \u201cGuide to Updating EPC Profiles\u201d which contains screenshots of the EPC profile pages for both CEP schools and non CEP schools.\u00a0 Use this Guide and you will succeed!<\/li>\n<\/ol>\n<p><strong>Where Should You Update EPC Profiles?\u00a0 <\/strong><br \/>\nYou must access each school\u2019s EPC Profile page to update this information.\u00a0 There are two places to find a list of schools in EPC:\u00a0 1) On the Landing Page (5\/page), or 2) on the Discount Rate Page (10\/page). \u00a0Personally, I recommend that you use the Discount Rate Page so you can then easily ensure that your totals are accurate, and determine the discount for FY 2019.\u00a0 To access the Discount Rate Page and update each school\u2019s data, follow these steps:<\/p>\n<p>Log-In to EPC at: <a href=\"https:\/\/portal.usac.org\/suite\/\">https:\/\/portal.usac.org\/suite\/<\/a> and go to your EPC Landing Page.\u00a0 Passwords are only good for 60 days so if it\u2019s been longer than that, you\u2019ll have to reset it.\u00a0 If you don\u2019t have an EPC account, call CSB at 888-203-8100 and have them create one for you.<br \/>\nSTEP 1 \u2013 Click on District\u2019s Name from EPC Landing Page under the USAC logo (beside the word Welcome).\u00a0 Or click on the District\u2019s Name which is at the top of the \u201cEntities\u201d list on the Landing Page.<br \/>\nSTEP 2 \u2013 Click on \u201cDISCOUNT RATE\u201d from the top toolbar.<br \/>\nSTEP 3 \u2013 Click on \u201cSHOW ENTITIES\u201d and a list of schools will appear.<\/p>\n<p>STEP 4 &#8211; Right Click on each school name and select \u201cOpen link in new tab.\u201d\u00a0\u00a0 Do this consecutively for each school name on the list.\u00a0 This will create a long list of tabs at the top of your browser.<br \/>\nSTEP 5 \u2013 Click on the tab for the first school, and then click \u201cMANAGE ORGANIZATION\u201d to open the \u201ceditable\u201d version of the page.<br \/>\nSTEP 6 \u2013 Scroll down the page to the Enrollment and NSLP data and update.\u00a0 Click \u201cSubmit\u201d at the bottom of the page, then click the space bar when it asks for a modification nickname.\u00a0 Proceed to the next tab in your browser to modify that school\u2019s Enrollment and NSLP data.\u00a0 Do this for each school.<br \/>\nSTEP 7 \u2013 After each schools\u2019 data has been updated, then click on the first tab which should be the District\u2019s tab.\u00a0 Click on \u201cDISCOUNT RATE\u201d again which will update all of the data.<\/p>\n<p>STEP 8 &#8212; Review the Enrollment and NSLP data to ensure the totals are accurate.\u00a0 If they do not match the totals you have, click on \u201cSHOW ENTITIES\u201d to determine where the inaccurate data exists.<\/p>\n<p><strong>A Few Additional Notes:<\/strong><\/p>\n<ol>\n<ol>\n<li>Please review your schools\u2019 data carefully to ensure that it is accurate and if it is not, have your food service director update this data in the PEARS system before December 31, 2018.<\/li>\n<li>Don&#8217;t forget:\u00a0 Your EPC profiles must contain <strong>ALL<\/strong> of the buildings that are receiving E-rate discounted services, including your non-instructional facilities (NIFs), such as bus barns, administration buildings, etc.\u00a0 If you have not yet added those NIF buildings into your EPC Portal, call USAC at 888-203-8100 and have them added.<\/li>\n<li>Each school&#8217;s profile page has fields for State School and LEA Codes and NCES codes.\u00a0 You are not required to enter this data. \u00a0If you choose to enter this data, and if the system gives you an error for these fields, just erase the data and hit Submit.<\/li>\n<li>Consortia will NOT enter this data for their member schools\/districts.\u00a0 In fact, they cannot enter this data for their members (it all has to be done in the district-level EPC portals).<\/li>\n<li>If you\u2019re using an E-rate consultant, please forward this message to them so they can update your EPC profiles (which they can do from their consultant EPC accounts).<\/li>\n<li>If you have any questions about your NSLP information, contact the PDE Bureau of Food and Nutrition at 717-783-6558.\u00a0 If you have questions about your CEP information, contact Eliza Hanft at <a href=\"mailto:ehanft@pa.gov\">ehanft@pa.gov<\/a>. \u00a0If you have questions about E-rate or entering this data in EPC, please e-mail me at jtschell@comcast.<\/li>\n<\/ol>\n<\/ol>\n<p>Happy updating!<\/p>\n<p>&#8212;
