{"id":28521,"date":"2018-12-20T18:40:26","date_gmt":"2018-12-20T18:40:26","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=28521"},"modified":"2018-12-28T18:45:31","modified_gmt":"2018-12-28T18:45:31","slug":"december-2019-e-rate-update","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=28521","title":{"rendered":"December 2019 E-rate Update"},"content":{"rendered":"<p>December 20, 2018<\/p>\n<p>Happy Holidays, E-raters!\u00a0 Before you leave for break, I wanted to just send a few quick E-rate updates so you have something to look forward to when you return.<\/p>\n<p><strong>Form 471 Filing Window Dates<\/strong><\/p>\n<p>&#8212; USAC has not yet announced the official dates, but we now expect it to open on or after January 15, 2019 and close on or about March 25.\u00a0 Hopefully the window dates will be announced soon.<\/p>\n<p><strong>What You Should Be Doing Now<\/strong><\/p>\n<ol>\n<li><strong>Update Enrollment\/NSLP Data in EPC:<\/strong>\u00a0 If you haven\u2019t done so already, be sure to update each school\u2019s enrollment and NSLP data in your EPC portal.\u00a0 The draft data and helpful guide are available at: <a href=\"https:\/\/e-ratepa.org\/?p=28241\">https:\/\/e-ratepa.org\/?p=28241<\/a>. \u00a0\u00a0Although we don\u2019t have an exact \u201cAdmin Window\u201d deadline yet, expect that this data should be updated by January 10.<\/li>\n<li><strong>Post Form 470\u2019s:<\/strong>\u00a0 For any new services or contracts, be sure to file your Form 470\u2019s to bid those services before you leave for the holidays if you haven\u2019t done so already.\u00a0 That way your bids can be due in late January and you can take the contracts to your February board meetings for approval.\u00a0 When filing for Internet, be sure to refer to this guide as the 470 drop downs are confusing again this year:\u00a0 <a href=\"https:\/\/e-ratepa.org\/?p=27921\">https:\/\/e-ratepa.org\/?p=27921<\/a>.<\/li>\n<\/ol>\n<ul>\n<li>If you\u2019re using the PEPPM Mini-bid procurement option for your Category 2 requests, don\u2019t forget that mini-bids cannot be issued before January 2.\u00a0 A detailed PEPPM Guide and templates are available at:\u00a0 <a href=\"https:\/\/e-ratepa.org\/?p=28411\">https:\/\/e-ratepa.org\/?p=28411<\/a>.<\/li>\n<\/ul>\n<p><strong>FCC Category 2 Report Expected Soon<\/strong><\/p>\n<p>As you know, Category 2 budgets are still available for FY 2019, but the FCC has not yet decided their fate for FY 2020 and beyond.\u00a0 A report is expected to be released before the Form 471 window opens that should give us a roadmap of where the Category 2 funding mechanism is headed.<\/p>\n<p><strong>Calculating Remaining Category 2 Budgets<\/strong><\/p>\n<p>To determine how much Category 2 funding remains for your school, use this formula<strong>:\u00a0 <\/strong><strong>$156.23\/student\/school minus pre-discount amounts that were approved for each school since FY 2015<\/strong>.\u00a0 Where can you find the C2 amounts that have already been used for each school?\u00a0 Use this USAC tool:\u00a0 <a href=\"https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/\">https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/<\/a> and enter the E-rate entity numbers for each school in the text box (screenshot shown below).\u00a0\u00a0 Note:\u00a0 The \u201cC2 Budgets\u201d figure use your old FY 2018 approved enrollments (not any updates you\u2019ve made during the FY 2019 Admin Window), and therefore the \u201cRemaining Balance\u201d figure is not accurate.\u00a0 So do your own calculations using updated enrollments\/building to determine accurate remaining C2 budgets for each building.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-28541\" src=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2018\/12\/category-2-entity.gif\" alt=\"category-2-entity\" width=\"771\" height=\"328\" \/><\/p>\n<p>If you have any questions, please contact me at <a href=\"mailto:jtschell@comcast.net\">jtschell@comcast.net<\/a>.<\/p>\n<p>Happy Holidays!<\/p>\n<p>&#8212;
