Attached:\u00a0C2 Remaining Budget Calculation Example<\/a><\/p>\n

There are 3 crucial pieces of data needed in order to determine the remaining Category 2 budget amounts for each school:\u00a0 Current Enrollment, FY 2019 Budget Multiplier, Amount of Category 2 Previously Used.\u00a0 The FY 2019 Budget Multiplier has not yet been formally set by the FCC, but last week the federal Bureau of Economic Analysis (BEA) released their\u00a0initial<\/em>\u00a0data for the 2018 inflation rate, which showed a 2.2% increase from 2017.\u00a0 Because the Form 471 window is nearing its final days, and because it could take the FCC several weeks to issue their formal Public Notice with the adjusted C2 budget caps, I wanted to provide you with what I think are safe C2 budget caps to use for FY 2019:<\/p>\n

Schools\u00a0– $159.00\/student<\/strong><\/p>\n

Non-Urban Libraries\u00a0\u2013 $2.45\/sq. ft.<\/strong><\/p>\n

Urban Libraries\u00a0\u2013 $5.30\/sq. ft.<\/strong><\/p>\n

Minimum\u00a0– $9,775\/building<\/strong><\/p>\n

How to Calculate your FY 2019 Category 2 Budgets<\/strong>
\nUse the enrollments (and square footage for libraries) that you entered into each school\u2019s EPC profile during the FY 2019 Admin Window, and multiply them by the amounts shown above to determine each schools\u2019 \u201cStarting C2 Budget.\u201d\u00a0\u00a0 Then subtract any Category 2 pre-discount amounts that have been committed (not disbursed) in FY 2015, FY 2016, 2017, & 2018 for that school.\u00a0 Where can you find these 2 crucial pieces of data?<\/p>\n

Currently Listed Enrollments (sq. footage for libraries):\u00a0 EPC Landing Page > Name of District > Discount Rate > Show Entities<\/p>\n

Category 2 Committed Amounts:\u00a0 Use USAC C2 Budget Tool (below)<\/p>\n

Attached is an example that shows how to calculate the remaining Category 2 budgets for each school.<\/p>\n

USAC\u2019s Category 2 Budget Tool<\/strong>\u00a0–\u00a0https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/<\/a><\/p>\n

This tool can be\u00a0somewhat\u00a0helpful in determining each school or library\u2019s remaining C2 budget.\u00a0 Unfortunately, it does NOT use the updated enrollments from the FY 2019 Admin Window and has NOT been updated to reflect the FY 2019 inflation-adjusted per-pupil C2 multipliers.\u00a0 However, the \u201cApproved Pre-Discount Amount\u201d \u2013 the middle figure with the green arrow \u2013 is accurate and encompasses all previous pre-discount committed amounts and all processed Form 500\u2019s.\u00a0 Use this middle number in your off-line calculations.<\/p>\n

Don\u2019t Exceed Your Category 2 Budgets!<\/strong><\/p>\n

Whatever you do, don\u2019t request more Category 2 funding for a school than what remains in that school\u2019s budget.\u00a0 Why?\u00a0 Your application will likely be moved to the end of the PIA review list, and PIA will just make you give specific information about which pieces of equipment that should be removed from your request to come into budget anyway.\u00a0 Important: The Form 471 doesn\u2019t check to see if you\u2019ve requested more than what\u2019s available in your Category 2 budget.<\/p>\n
