that FY 2020 has become the 6<sup>th<\/sup>\u00a0year of the first Category 2 budget cycle, giving applicants one final year to access \u201cunspent\u201d C2 funds, as well as providing a (very sweet) 20% bump in the multiplier to account for the extra year.\u00a0 The C2 funding allocation will remain BY SCHOOL\/LIBRARY for FY 2020, and will not transition to the district-wide budgets until FY 2021.<\/p>\n<p>To calculate the available C2 budget for FY 2020, three pieces of data are needed:<\/p>\n<ul>\n<li>Current Enrollment by School (or library sq f)<\/li>\n<li>FY 2020 Budget Multiplier<\/li>\n<li>Amount of C2 Previously Committed Since FY 2015<\/li>\n<\/ul>\n<p>Using this data, calculations can be performed using this formula: \u00a0<strong>\u00a0(C2 Multiplier x Enrollment)\u00a0<\/strong><strong>\u2013\u00a0Amount of C2 Funds Committed Since FY 2015<\/strong><\/p>\n<p><strong>Where to Find These Data Points:<\/strong><\/p>\n<p><strong>Enrollment<\/strong>:\u00a0\u00a0The PDE Enrollment\/NSLP data is expected to be released before the holiday break.\u00a0 In the meantime, you can either use estimated figures, or the\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2019\/02\/final-official-2018-2019-Building-Data-Report.xls\" class=\"mtli_attachment mtli_xls\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/e-ratepa.org\/wp-content\/uploads\/2019\/02\/final-official-2018-2019-Building-Data-Report.xls&amp;source=gmail&amp;ust=1576636763432000&amp;usg=AFQjCNGiX9l6jZuG0huhKhzZRapGJxJWdQ\">PDE data from last year<\/a>.\u00a0 (Note:\u00a0 the attached Entity # spreadsheet also lists the enrollment data that you currently have posted in EPC.)<\/p>\n<p><strong>C2 Multiplier<\/strong><strong>:<\/strong>\u00a0Although the FCC\u2019s official multipliers won\u2019t be announced for a few more weeks, based on language in the C2 Order, we believe we have come very close on what the official multipliers will be.\u00a0 These may change slightly, but they\u2019re close enough to get you started.\u00a0 FY 2020, the formula to determining your available C2 funds is as follows (using our best-estimate multiplier calculations):<\/p>\n<p style=\"padding-left: 30px;\"><strong>Schools: $195.63<br \/>\nUrban Libraries: $6.52 x sq ft (libraries with IMLS codes of 11, 12, 21)<br \/>\n<\/strong><strong>Other Libraries:\u00a0 $2.99 x sq ft<\/strong><\/p>\n<p><strong>Previously Used C2 Funding<\/strong>:\u00a0\u00a0To find the amount of C2 funding committed since FY 2015, use USAC\u2019s Category 2 Budget Tool at:\u00a0\u00a0<a href=\"https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/&amp;source=gmail&amp;ust=1576636763432000&amp;usg=AFQjCNFuJyuas6Zu00D8r6vLF9pA5AXV5Q\">https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/<\/a>.\u00a0 But I caution you \u2013 ONLY use this tool to obtain the previously-used funding data and don\u2019t look at what it shows for the remaining balance because the tool has not been updated to reflect the FY 2020 multipliers.\u00a0 ONLY USE THE DATA SHOWING UNDER \u201cAPPROVED PRE-DISCOUNT\u201d (shown in the green box below).\u00a0 To use the C2 Budget Tool, follow these steps:<\/p>\n<p style=\"padding-left: 30px;\"><strong>STEP 1:\u00a0Enter the building entity numbers in the\u00a0<a href=\"https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/sltools.universalservice.org\/portal-external\/budgetLookup\/&amp;source=gmail&amp;ust=1576636763432000&amp;usg=AFQjCNFuJyuas6Zu00D8r6vLF9pA5AXV5Q\">text box<\/a>\u00a0and click \u2018Lookup C2 Budget Status.\u2019\u00a0 Entity Numbers can be found on the attached spreadsheet (Column E):<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-32071\" src=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2019\/12\/entity-number.jpg\" alt=\"entity-number\" width=\"434\" height=\"182\" \/><\/p>\n<p style=\"padding-left: 30px;\"><strong>STEP 2: \u00a0Click the\u00a0<\/strong><strong>+\u00a0sign to reveal the underlying data for each school:<\/strong><\/p>\n<p your own spreadsheet using the attached as an example\/template to determine the amount of Category 2 funding available for each school for FY 2020.\u00a0 Remember, these are pre-discount amounts and your E-rate discount would then apply to that amount.<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>FY 2020 is the final year of the Category 2, 6-year cycle (5 years + bonus year), making it a use-it or lose-it year.\u00a0 That fact, combined with the 1-time 20% additive to the multiplier, make it the perfect year to apply for Category 2<\/strong><strong>.\u00a0\u00a0<\/strong>To learn more
