{"id":32363,"date":"2020-04-01T02:21:35","date_gmt":"2020-04-01T02:21:35","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=32363"},"modified":"2020-04-02T02:23:44","modified_gmt":"2020-04-02T02:23:44","slug":"fcc-extends-procedural-deadlines","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=32363","title":{"rendered":"FCC Extends Procedural Deadlines"},"content":{"rendered":"<p><span style=\"color: #222222;\">April 1, 2020<\/span><\/p>\n<p>Today the FCC provided\u00a0<a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-20-364A1.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/docs.fcc.gov\/public\/attachments\/DA-20-364A1.pdf&amp;source=gmail&amp;ust=1585880369897000&amp;usg=AFQjCNHKcZGNLhAqYN4bq16meAsK-1GF2w\">additional relief<\/a>\u00a0to applicants and service providers by extending several upcoming procedural E-rate deadlines due to the pandemic.\u00a0 However,\u00a0they did NOT extend\u00a0the April 29, 2020 deadline to file the Form 471.\u00a0 Please let me know if you will be unable to file by this deadline and I\u2019ll do everything I can to help get your application filed.<\/p>\n<p>Relief granted:<\/p>\n<ul>\n<li><strong>PIA Inquiries:<\/strong>\u00a0 In addition to the 14-day extension the FCC previously granted, applicants will have an additional 30-days to respond to PIA requests.\u00a0 (I don\u2019t believe the EPC system will update the due-dates due to system limitations.\u00a0 Also, please keep in mind that the sooner you respond to these requests, the sooner you\u2019ll receive your funding commitment decision letter (FCDL)).<\/li>\n<\/ul>\n<ul>\n<li><strong>Equipment Installation:<\/strong>\u00a0 Deadline to purchase\/install all FY 2019 non-recurring services (equipment) is extended from September 30, 2020 to September 30, 2021.\u00a0 By extension, this will automatically make the invoice deadline for all FY 2019 non-recurring FRNs January 28, 2022.<\/li>\n<\/ul>\n<ul>\n<li><strong>Special Construction:<\/strong>\u00a0Deadline to complete special construction of FY 2019 Category 1 fiber networks is extended from June 30, 2020 to June 30, 2021.\u00a0 In addition, any FY 2018 applicants that had already requested\/received a one-year extension also will be granted the additional year to complete the special construction.<\/li>\n<\/ul>\n<ul>\n<li><strong>Appeals\/Waivers:<\/strong>\u00a0Deadline to submit appeals to USAC or the FCC is extended from 60 days to 120 days for all USAC decisions dated January 11, 2020 \u2013 August 1, 2020.<\/li>\n<\/ul>\n<ul>\n<li><strong>Reimbursement Forms to USAC:<\/strong>\u00a0 Deadline is extended an additional 120 days for any Form 472 BEAR Reimbursement Form (or vendor SPI) with a current deadline that falls between March 11, 2020 &#8211; October 28, 2020.\u00a0\u00a0 This applies even if you already received an invoice extension for the FRN in question<strong>.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Form 486:<\/strong>\u00a0\u00a0Deadline is extended an additional 120 days for FY 2019 Form 486s that would have been due between March 11, 2020 &#8211; September 30, 2020.<\/li>\n<\/ul>\n<ul>\n<li><strong>Information Requests for Audits, Form 500\u2019s, Appeals, and Invoices:<\/strong>\u00a0 Applicants will have an additional 30 days to respond to USAC information requests for BCAP Audits, PQA Audits, Form 500s, Appeals and Invoice Reviews.<\/li>\n<\/ul>\n<p>In addition, I think the biggest news stemming from today\u2019s Order is actually in the press release, which provided this quote from FCC Chairman Ajit Pai:<\/p>\n<p>\u201cIn light of extended school and library closures, we\u2019re granting an across-the-board,\u00a0<em>one-year extension of the E-Rate special construction deadline for funding year 2019,\u201d<\/em>\u00a0said Chairman Ajit Pai.\u00a0 \u201cBy providing this proactive relief, we want to ease burdens on schools and libraries to allow them to focus their time and resources on transitioning their students, patrons, teachers, and staff to remote learning during this crisis.\u00a0 This is yet another step the FCC is taking to offer help to students and teachers in need\u2014and I look forward to continue working with Congress to fund a\u00a0<strong>Remote Learning Initiative<\/strong>\u00a0so that every child can continue being educated during the pandemic.\u201d<\/p>\n<p>Please let me know if you have any questions or how I can help.<\/p>\n<p>&#8212;
