Congratulations to the following 24\u00a0PA schools and libraries (36 separate FRNs), committing $2,427,811.76.\u00a0 These waves include commitments for Category 1 requests, many of which are from the 2nd<\/sup>\u00a0COVID-related window.\u00a0 A list of the funded applicants is below and a more detailed analysis of the funding waves is attached.\u00a0 The FCDL PDFs were emailed to the Form 471 contact as well as the EPC Account Administrator (AA), however all EPC users can download the FCDL PDF in their EPC portals. \u00a0A FCDL User-Guide is available at:\u00a0\u00a0https:\/\/e-ratepa.org\/wp-content\/uploads\/2020\/05\/FCDL-Guide-FY-2020.pdf<\/a>.<\/p>\n

Note<\/strong>: Because very, very few FRNs remain to be funded for FY 2020, this may be the last FY 2020 Wave-related notice that I send.\u00a0 USAC will continue processing the pending applications, however, and is attempting to have most decided by April.<\/p>\n

Next Step:<\/strong>\u00a0 File the Form 486 in EPC.\u00a0\u00a0Because it\u2019s now after July 31, you should NOT check the Early Filing box on the form.\u00a0 Also, please be careful to check the accurate CIPA certifications on the final page (don\u2019t get click happy!).\u00a0 Be sure to review this Form 486 Guide as you\u2019re filing as it walks you through each page of the form:\u00a0\u00a0https:\/\/e-ratepa.org\/?p=32433<\/a>.<\/p>\n

Note for COVID-related FCDLs:\u00a0<\/strong><\/p>\n

    \n
  1. For schools funded in the 2nd<\/sup>\u00a0window, you must also file a new Form 486 for the new FRN that was just funded.\u00a0 Don\u2019t forget this extra step!<\/li>\n
  2. If you see that your COVID-related funding request was reduced or cancelled, it just means that USAC is increasing the funding requested in the original FRN submitted in the first Form 471 window.\u00a0 The PIA notes in Column P will provide an explanation of the actions they took.<\/li>\n<\/ol>\n

    In addition:<\/strong><\/p>\n

    — \u00a0On the attached spreadsheet, if Column\u00a0I\u00a0shows a red \u201cno\u201d it means your service provider has not yet submitted their FY 2020 Form 473 SPAC Form.\u00a0 You may wish to contact the vendor and let them know this should be filed ASAP in the vendor e-File System. \u00a0Without this filing, the vendor, nor the applicant, can submit an invoice to USAC for reimbursements starting July 1.<\/p>\n

    — If your FRN was modified or denied, Columns O and P will provide what was modified from the original application or why the funding request was denied.\u00a0 If you do not agree with the modification or the denial, please consider submitting an appeal to USAC within 60 day of the FCDL date. \u00a0If you\u2019re unsure whether you should appeal, please let me know and I can provide guidance.<\/p>\n
