{"id":33107,"date":"2021-03-12T01:50:19","date_gmt":"2021-03-12T01:50:19","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=33107"},"modified":"2021-03-16T01:51:06","modified_gmt":"2021-03-16T01:51:06","slug":"new-7-1-b-fund-to-pay-for-internet-to-student-homes","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=33107","title":{"rendered":"New $7.1 B Fund to Pay for Internet to Student Homes"},"content":{"rendered":"<p><span style=\"color: #500050;\">March 12, 2021<\/span><\/p>\n<p>The American Rescue Plan Act of 2021 contains $7.171 billion to fund the creation of the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1319\/text#toc-HED684F5FC4AE4EE38E13A40FEF27CDE7\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1319\/text%23toc-HED684F5FC4AE4EE38E13A40FEF27CDE7&amp;source=gmail&amp;ust=1615945447279000&amp;usg=AFQjCNEjw-V3Ddrv8XTrnc1ojywf87yUbw\">Emergency Connectivity Fund<\/a>\u00a0(ECF) which will provide funding to schools and libraries that provide Internet connectivity to off-campus locations, such as to homes of students and library patrons.\u00a0 The Fund will also support related equipment such as hotspots, routers, and modem hardware, as well as \u201cconnected devices\u201d like laptops or tablets.\u00a0 ECF is established in Section 7402 of the ARP Act and is titled, \u201cFunding for\u00a0E-rate\u00a0Support for Emergency Educational Connections and Devices\u201d but despite the title, the funds will not be mixed with the existing E-rate universal service funding.\u00a0 This will be an entirely separate fund with separate rules, separate application processes, separate timelines, etc.<\/p>\n<p>At this time, very few additional details are known, but here is what I believe will happen next:<\/p>\n<p>\u2022 \u00a0The law requires the Federal Communications Commission (FCC) to establish regulations by mid-May for the application and distribution of funds.\u00a0 I expect the application process will then likely open in June.<\/p>\n<p>\u2022 \u00a0The FCC is expected to issue a Public Notice (PN) in the next week or two, seeking public comments on how they should design the program.\u00a0 Often, PNs give us an idea of the direction the Commission is headed.<\/p>\n<p>Questions that need answered:<\/p>\n<ul>\n<li>Will schools\/libraries be permitted to seek retroactive reimbursement for funds already spent providing Internet to student homes?<\/li>\n<li>The ECF states that funding will be for 100% reimbursement of eligible costs, which must be determined to be \u201creasonable.\u201d\u00a0\u00a0 The FCC will have great latitude in determining what \u201creasonable\u201d means and what will be the eligibility requirements.<\/li>\n<li>Will schools\/libraries be permitted to build-out wired or wireless connectivity to connect student homes?<\/li>\n<li>Will there be a cap on the amount of funds a school or library can request?\u00a0 If so, what will be the formula to determine that cap?<\/li>\n<\/ul>\n<p>Some may be asking why this funding is needed now that students are poised to return to the classroom.\u00a0 The simple answer, I believe, is twofold: 1) Even when students return to the traditional classroom, the fact remains that many of our students can\u2019t complete their homework after they leave school because they don\u2019t have Internet or devices at home (called the Homework Gap).\u00a0 2) \u00a0Education as we know it has changed and remote learning is likely not going away.<\/p>\n<p>I will keep you posted as the Emergency Connectivity Fund takes shape. \u00a0\u00a0If there is something\u00a0innovative\u00a0that your district has done or will consider doing to bring broadband to your student homes, please let me know so I can bring this to the attention of the FCC and advocate that such technologies are included as eligible in the final rules.<\/p>\n<p>&#8212;
