{"id":33168,"date":"2021-04-14T00:47:44","date_gmt":"2021-04-14T00:47:44","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=33168"},"modified":"2021-04-20T00:54:22","modified_gmt":"2021-04-20T00:54:22","slug":"e-rate-equipment-purchasing-guide-2","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=33168","title":{"rendered":"E-rate Equipment Purchasing Guide"},"content":{"rendered":"<p><span style=\"color: #222222;\">April 14, 2021<\/span><\/p>\n<p>Attached:\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2021\/04\/Equipment-Purchasing-Guide-FY-2021.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\">Equipment Purchasing Guide &#8211; FY 2021<\/a><\/p>\n<p>~ Purchases can be made now ~<\/p>\n<p>~ Step-by-step equipment purchasing guide below ~<\/p>\n<p>~ New equipment transfer rules ~<\/p>\n<p>More than 730 internal connections funding requests were submitted by PA applicants for FY 2021, with many in \u201cwave ready\u201d status which likely means they will be funded when Wave 1 is released in a few weeks.\u00a0 This message provides a step-by-step guide to purchasing E-rate eligible Category 2 equipment to ensure you stay in compliance with E-rate rules.\u00a0 Specifically, these issues are addressed:<\/p>\n<ol>\n<li>Early-purchasing of FY 2021 equipment<\/li>\n<li>What information\/amounts to list on the Purchase Orders<\/li>\n<li>How to create the required asset inventory<\/li>\n<li>Filing the Form 486<\/li>\n<li>Invoicing USAC<\/li>\n<li>Equipment transfers<\/li>\n<li>Service substitutions<\/li>\n<\/ol>\n<p><strong>Early-Purchasing of FY 2021 Equipment<\/strong><\/p>\n<p>I know many schools and libraries are seeking to purchase equipment as soon as possible, even without receiving discounted invoices from their vendors.\u00a0 Under E-rate rules, such early purchasing of internal connections equipment is permitted on or after April 1, 2021, and applicant POs and vendor invoices can be dates on or after April 1 (no need to future date them to July 1).\u00a0 Please keep these points in mind:<\/p>\n<ul>\n<li>Applicants (and vendors) cannot submit BEAR or SPI reimbursement forms to USAC until July 1, 2021 or receipt of the Funding Commitment Decision Letter \u2013 whichever is later.<\/li>\n<li>Even if applicants have received their E-rate funding commitments, BEARs and SPI reimbursement forms cannot be submitted to USAC until July 1.<\/li>\n<li>Applicants wishing to make these purchases prior to the receipt of their E-rate funding commitments should be mindful that they will be paying 100% of the cost of the equipment and taking on the risk that their E-rate funding request may not be approved. \u00a0(Some vendors will provide discounted bills prior to July 1 if the applicant signs a form agreeing to make the vendor whole if the full E-rate funding isn\u2019t approved for any reason.)<\/li>\n<\/ul>\n<p><strong>Category 2 Equipment Purchase Steps:<\/strong><\/p>\n<p><strong>Step 1)\u00a0 Create Purchase Order<\/strong><\/p>\n<p>The following are instructions on how to purchase the Category 2 equipment.\u00a0 Note:\u00a0\u00a0<strong>1a<\/strong>\u00a0relates to creating a PO when you\u2019re paying the vendor IN FULL.\u00a0\u00a0<strong>1b<\/strong>\u00a0(in red)\u00a0relates to creating a PO when you would like to receive DISCOUNTED VENDOR INVOICES that include your E-rate discount.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 1a) PO \u2013 No E-rate Discounts:<\/strong><\/p>\n<ul>\n<li>General Description of Equipment (i.e. Ruckus Wireless)<\/li>\n<li>Vendor Name<\/li>\n<li>Funding Year 2021<\/li>\n<li>Form 471 # 21xxxxxxxx<\/li>\n<li>Funding Request #21xxxxxxxx<\/li>\n<li>Total Cost of Equipment (without E-rate discounts)<\/li>\n<li>Detailed List of All Equipment Being Purchased (unit cost, quantity, description or SKU)<\/li>\n<\/ul>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 1b) PO \u2013\u00a0With\u00a0E-rate Discounts:<\/strong><\/p>\n<ul>\n<li>General Description of Equipment (i.e. Ruckus Wireless)<\/li>\n<li>Vendor Name:<\/li>\n<li>Funding Year 2021<\/li>\n<li>Form 471 # 21xxxxxxxx<\/li>\n<li>Funding Request # 21xxxxxxxx<\/li>\n<li>Total Cost of Equipment (without E-rate discounts)<\/li>\n<li>Total Ineligible Cost\u00a0(either because your C2 budget wasn\u2019t sufficient to cover the cost, or because the product is only partially eligible)<\/li>\n<li>Total E-rate Eligible Cost of Equipment**<\/li>\n<li>E-rate Discount %<\/li>\n<li>E-rate Share (eligible equipment cost * discount %)<\/li>\n<li>District Share ((= eligible equipment cost \u2013 E-rate share) + ineligible cost):\u00a0 THIS WILL BE YOUR PO AMOUNT.<\/li>\n<li>Detailed List of All Equipment Being Purchased (unit cost, quantity, description or SKU)<\/li>\n<\/ul>\n<p><em>** Be sure to add any ineligible costs or amounts not covered by E-rate to the total PO amount.<\/em><\/p>\n<p>For example, if the full cost of the equipment is $100,000, and your discount is 60%, you would list $60,000 as the E-rate Discounted Amount, and $40,000 as the District Share.\u00a0 Obviously, this only applies if you want discounted billing.\u00a0 If you want to pay the vendor for the full cost and then seek reimbursement from USAC, you would just list the PO amount as the total cost, not the non-discounted amount.\u00a0 Further, for POs that reflect the E-rate discounts (example 1b), if you are purchasing equipment that is not fully E-rate eligible (either because your C2 budget wasn\u2019t sufficient to cover the cost, or because the product is only partially eligible), the PO should reflect fully payment of the ineligible costs as well.<\/p>\n<p><strong>Step 2) Label\/Update Asset Inventory<\/strong><\/p>\n<p>After the equipment arrives, it\u2019s extremely important that you take the following steps to document and label your equipment because future E-rate audits will require such documentation to be provided\/shown:<\/p>\n<p>1)\u00a0 When the equipment arrives, label each piece of equipment with &#8220;FY 2021, FRN #21xxxxxxx&#8221;. This is what the auditors will look for during their site visits.<\/p>\n<p>2)\u00a0 Record each piece of equipment in your school&#8217;s Asset (Inventory) Register or create your own E-rate Asset Register (recommended).\u00a0 Even though applicants are not required to list the schools\/libraries receiving the equipment on their Form 471s, and equipment may be moved from location to location, the asset inventory rules have not changed and applicants still must be able to identify the exact location of the equipment at all times in their Asset Register.\u00a0 The Asset Register should contain the following information:<\/p>\n<ul>\n<li>Make &amp; which will allow invoices to be submitted for payment on or after July 1.\u00a0 Generally, the Service Start Date (SSD) on the Form 486 should be the PO date, or July 1, 2021 \u2013 whichever is later.\u00a0 USAC will issue a Form 486 Approval Letter within EPC within a few days after the Form 486 has been submitted; the vendor also will receive a copy of this 486 Notification in their EPC portal.\u00a0 Note:\u00a0 The Form 486 cannot be submitted until AFTER the FCDL arrives, but should be filed as soon as the FCDL arrives if you\u2019ve already purchased the equipment so you can submit the BEAR to USAC (or your vendor can submit the SPI) and receive reimbursement.\u00a0 Deadline to submit this form is 120 days from FCDL or Service Start Date listed on the 486, whichever is later.\u00a0 A Form 486 Filing Guide can be found at:\u00a0<a href=\"https:\/\/nam10.safelinks.protection.outlook.com\/?url=http%3A%2F%2Fe-ratepa.org%2Fwp-content%2Fuploads%2F2020%2F05%2FForm-486-Filing-Guide-2020.pdf&amp;data=04%7C01%7Cpl-erate%40lists.psu.edu%7C92c0a9ee9571468dffd708d8ff656fdb%7C7cf48d453ddb4389a9c1c115526eb52e%7C0%7C1%7C637540158562530129%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&amp;sdata=BdVbIsdqGEmOtJPcFo7nBqmhjhXdzEYAG1pCTjfCFgQ%3D&amp;reserved=0\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/nam10.safelinks.protection.outlook.com\/?url%3Dhttp%253A%252F%252Fe-ratepa.org%252Fwp-content%252Fuploads%252F2020%252F05%252FForm-486-Filing-Guide-2020.pdf%26data%3D04%257C01%257Cpl-erate%2540lists.psu.edu%257C92c0a9ee9571468dffd708d8ff656fdb%257C7cf48d453ddb4389a9c1c115526eb52e%257C0%257C1%257C637540158562530129%257CUnknown%257CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%253D%257C1000%26sdata%3DBdVbIsdqGEmOtJPcFo7nBqmhjhXdzEYAG1pCTjfCFgQ%253D%26reserved%3D0&amp;source=gmail&amp;ust=1618965408044000&amp;usg=AFQjCNH2zNX_-fEL4Z_eWwqHJW0ubEQTUw\">https:\/\/e-ratepa.org\/wp-content\/uploads\/2020\/05\/Form-486-Filing-Guide-2020.pdf<\/a>.<\/p>\n<p><strong>Step 4) Invoice USAC<\/strong><\/p>\n<ul>\n<li>If you paid for the full cost of the equipment and did NOT receive discounted bills, then the SCHOOL should submit the Form 472 BEAR to USAC on or after July 1, 2021.\u00a0 This should be done after the equipment has arrived (or installed, if installation was included in the FRN), after the Form 486 Approval Letter has been received, and after you have paid the vendor invoice.<\/li>\n<\/ul>\n<ul>\n<li>In previous years during BEAR or SPI reimbursement review, USAC has reached out to applicants to request copies of the actual vendor C2 invoices to verify the USAC invoice amounts.\u00a0 This happens in most (but not all) cases, so be prepared to submit this documentation quickly upon request.<\/li>\n<\/ul>\n<ul>\n<li>If you purchase some of the equipment on an FRN\u00a0<em>before<\/em>\u00a0you receive your FCDL and some equipment\u00a0<em>after<\/em>\u00a0you receive your FCDL, you must continue with the same payment method for that entire funding request.\u00a0 Meaning, if you start using the BEAR reimbursement process for the FRN, you must continue paying in full and using the BEAR reimbursement process for all equipment on that FRN &#8212; you cannot use two different billing methods on a single FRN.<\/li>\n<\/ul>\n<p><strong>Other Reminders<\/strong><\/p>\n<p><strong>Moving Equipment from Building to Building<\/strong><\/p>\n<p>Beginning in FY 2021, E-rate funded equipment is permitted to be transferred between schools\/libraries without notifying USAC of the transfer.\u00a0 The applicant\u2019s Asset Register, however, must be updated so the applicant can show at any given time exactly where the equipment is located.\u00a0 After five (5) years from the date of installation, equipment can be disposed of, sold, transferred, traded, etc. with no USAC notification required.\u00a0 If equipment is sold after five years, no funding is required to be returned to USAC.\u00a0 This new equipment transfer rule begins July 1, 2021 and applies to all E-rate-funded equipment, regardless of the year it was funded\/purchased\/installed.<\/p>\n<p><strong>Equipment Substitutions \u2013 Post-Commitment<\/strong><\/p>\n<p>If you find that you need to make a change to the equipment list for which you have been approved, either due to clerical error on your Form 471 application, or because the vendor is now substituting a newer\/different model number, you can submit what USAC refers to as a &#8220;Service Substitution Request.&#8221;\u00a0 The Service Substitution must generally have the same functionality (i.e. data distribution, wireless distribution, cabling, etc.).\u00a0 If the service substitution results in a change in the pre-discount price, the E-rate funding commitment will be adjusted to the lower cost.\u00a0 \u00a0The SS Request must include Billed Entity\/Contact\/471\/FRN information as well as a &#8220;From-To List&#8221;
