Schools and libraries that intend to participate in the ECF funding are required to be registered in the federal SAM.gov system.\u00a0 SAM is a web-based, government-wide application that collects, validates, stores, and disseminates business information about the federal government\u2019s partners in support of federal awards, grants, and electronic payment processes.<\/p>\n

Many\u00a0schools and libraries already have SAM registrations, and I have attached a list of every school, IU, library in PA that I could locate in their database using the words \u2018school, library or intermediate.\u2019\u00a0 If your school or library is not listed in my spreadsheet, please search the SAM.gov database to be sure your organization isn\u2019t already registered.\u00a0 Instructions for searching the database can be found in the attached guide.<\/p>\n

If your entity is\u00a0not\u00a0found in the database, then proceed with creating your organization\u2019s SAM.gov registration.\u00a0 The registration process requires a 3-phase process as follows:<\/p>\n

Phase 1:<\/strong>\u00a0\u00a0Establish a username and password with Login.gov.\u00a0 This is a required step to set up a User Account on SAM.gov.\u00a0 The username\/password is for a specific person, not for the organization.<\/p>\n

Phase 2:<\/strong>\u00a0\u00a0Create a User Account for SAM.gov.\u00a0 This User Account is for a specific person, not for the organization.<\/p>\n

Phase 3:<\/strong>\u00a0\u00a0Create the organization\u2019s registration.<\/p>\n

Instructions for completing each phase are contained in the attached guide.\u00a0 I estimate the entire process will take <15 minutes if you have your organization\u2019s DUNS number, banking data, and tax ID number (TIN) available.\u00a0 If you don\u2019t know your DUNS number, you can look it up here:\u00a0\u00a0https:\/\/fedgov.dnb.com\/webform\/pages\/CCRSearch.jsp<\/a>).\u00a0 If you don\u2019t have a DUNS number, you can obtain one free of charge at:\u00a0https:\/\/fedgov.dnb.com\/webform\/<\/a>.<\/p>\n

Two important notes:<\/strong><\/p>\n

  1. The SAM.gov website indicates they will be migrating to a new interface beginning this Friday at 4:00.\u00a0 I don\u2019t know if this means the screenshots and links in the attached guide may change, but you may wish to register now to make things easy.<\/li>\n
  2. If your organization\u2019s registration is expiring between April 1, 2021 and September 30, 2021, SAM.gov will be adding additional 180 days to the expiration date due to the COVID emergency.<\/li>\n<\/ol>\n
