Attached:\u00a0ECF PA Window 3 – FRN Line Items<\/a><\/p>\n

The ECF Window 3 data is now available, showing $2.822 billion was requested by applicants nationwide.\u00a0 This is more than the approximately $1.5 billion available, which means that USAC will use the FCC\u2019s rules of priority and fund requests submitted by applicants with the highest NSLP percentages, adjusted for rurality, first.\u00a0 How many applications will be able to be funded before the cut-off is unknown and likely won\u2019t be known for several months as USAC reviews applications for eligibility, applicants cancel applications, and as applicants from Windows 1 and 2 begin to decommit funding that they will not be using.<\/p>\n

In PA, 206 schools and libraries requested more than $57 million in Window 3.\u00a0 Attached is a spreadsheet showing all of the equipment and services requested in Window 3, where each row represents a single FRN Line Item.\u00a0\u00a0This data does not show funding commitments<\/em>\u00a0\u2013 just what ECF funding was\u00a0requested<\/strong>\u00a0in the third filing window.\u00a0 \u00a0I don\u2019t yet know when Window 3 FCDLs will begin to be issued.<\/p>\n

Important<\/strong>:\u00a0 If you applied for equipment in ECF Window 3, be 100% certain to NOT to take delivery or pay for equipment prior to July 1, 2022.\u00a0 If you do, those purchases will not qualify for ECF Window 3 funding.\u00a0 If you\u2019ve already ordered the equipment, make it clear to your vendor that they cannot deliver equipment to you prior to July 1, 2022.\u00a0 USAC will require proof of shipping or delivery when the BEAR is submitted, so if that documentation shows that equipment was shipped prior to July 1, they will then require 3rd<\/sup>\u00a0party documentation to prove delivery date was after July 1 which is often difficult obtain.<\/p>\n
