{"id":35441,"date":"2024-04-16T01:18:57","date_gmt":"2024-04-16T01:18:57","guid":{"rendered":"http:\/\/e-ratepaorg.local\/?p=35441"},"modified":"2024-04-18T01:42:47","modified_gmt":"2024-04-18T01:42:47","slug":"ecf-bear-deadline-approaching","status":"publish","type":"post","link":"https:\/\/e-ratepa.org\/?p=35441","title":{"rendered":"ECF BEAR Deadline Approaching"},"content":{"rendered":"<p><span style=\"color: #222222;\">April 16, 2024<\/span><\/p>\n<p>Attached:\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2024\/04\/ECF-Funding-Remaining-as-of-Apr-16-2024.xlsx\" class=\"mtli_attachment mtli_xlsx\" target=\"_blank\">ECF Funding Remaining as of Apr 16 2024<\/a><\/p>\n<p>Attached:\u00a0<a href=\"https:\/\/e-ratepa.org\/wp-content\/uploads\/2024\/04\/ECF-BEAR-Invoicing-Guide-April-2024.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\">ECF BEAR Invoicing Guide April 2024<\/a><\/p>\n<p><span style=\"color: #222222;\">While we wait for the first E-rate funding wave to be issued, I thought it<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">might be a good time to pivot to the Emergency Connectivity Fund (ECF) and<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">remind you of the upcoming ECF invoicing deadline.\u00a0 The deadline for Window<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">3 applicants to file Emergency Connectivity Fund (ECF) reimbursement<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">requests is August 29, 2024 (there are seven Windows 1 and 3 funding<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">requests that have earlier invoice deadlines and those are highlighted in<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Column P).<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Attached is a list of all approved FY 2022 ECF Funding Requests (Window 3)<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">where funding has not been fully disbursed as of today.\u00a0 If you already<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">submitted your BEAR, disregard this message (their data only tells me if<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">funding has been disbursed, not whether a BEAR is pending).\u00a0 If your school<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">or library&#8217;s name is on this list, you purchased the equipment or services,<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">and you indicated that you wished to use the Applicant BEAR reimbursement<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">method (Column I), please gather the required documentation and submit the<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">ECF Form 472 BEAR to seek reimbursement from the ECF Fund.\u00a0 An ECF Form 472<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">BEAR Filing Guide is attached and provides detailed screenshots for logging<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">in to the ECF Portal and completing the BEAR.\u00a0 \u00a0<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Important Notes:\u00a0<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">1) These documents must be uploaded when the BEAR is submitted:<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">&#8212; Vendor Invoice<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">&#8212; Proof of shipping or delivery (for equipment)<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">&#8212; Service delivery dates (for services)<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">2) For ECF FY 2022 (Window 3), you may receive the approved equipment, or<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">any 12 months of approved services, between these dates: 7\/1\/2022 &#8211;<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">6\/30\/2024.<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">3) Changing Equipment\/Service Providers &#8211; If the equipment you received (or<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">will receive) is different than what was approved on your ECF application,<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">such as a change the manufacturer, model and\/or service provider, you must<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">notify USAC of the change before the BEAR can be submitted.\u00a0 Such<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">modifications are done through a Post-Commitment Request (PCR) in EPC.<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Here&#8217;s where to find this module:\u00a0 Log into ECF Portal &gt; My Forms and<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Requests &gt; Click on the ECF 471 Application Number &gt; Related Actions &gt;<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Create a Post-Commitment Request.\u00a0 It usually takes just a week or two to<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">obtain the approval, THEN you can submit the BEAR.<\/span><br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">4) Invoice Mode Change &#8211; Column I shows the invoicing method you selected on<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">your ECF application.\u00a0 If you indicated Service Provider Invoicing, but then<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">paid your service provider in full, you will need to submit a Post<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Commitment Request (PCR) in EPC to change the invoicing mode.\u00a0 Log into ECF<\/span><br style=\"color: #222222;\" \/><span style=\"color: #222222;\">Portal &gt;
