IDER Tool Giving False Denials

For those applicants that are trying to submit Invoice Deadline Extension Requests, please know that the IDER Tool in the Legacy Online BEAR System is giving false denials, saying applicants are beyond their deadline. THIS IS NOT ACCURATE and USAC has told us they will be proactively reaching out to those who have received such denials to give them approvals. They are working to fix the code in the system, but we believe it will be several hours before the issue is resolved.
The Submit a Question function also was not working this morning, giving applicants “error” messages when they hit Submit. We’ve been told that this system has been fixed (but we have no idea if it will get sick again).
Options?
1) Try using the Submit a Question Tool at: http://www.slforms.universalservice.org/EMailResponse/EMail_Intro.aspx. Under ‘Topic Inquiry’ select “Invoice Deadline Extension Request” > Select “Other” > Complete the information cover page, and then in the text box, list the FRN (or multiple FRNs) for which you need an extension. This will give you a case number.
2) If the Submit a Question Tool gives you an error, use the Fax Number at: (973) 599-6526. Be sure to include your name, school/library name, e-mail, phone and affected FRN numbers. Keep a confirmation record of your fax submission.
Attached is the most recent list of FY 2015 applicants with no funding yet disbursed, along with the current invoice deadline. If you requested an extension in the last week using Submit a Question, and the date is still showing as of 10/28/2016, it means that they just haven’t processed it yet.
