FY 2012 E-rate Funding Remains Uncollected

~ 287 PA Entities Affected; $2.9 Million at Stake ~

The deadline for submitting BEAR invoices for recurring services is always 120 days after the funding year ends (making it October 28).  However, for Funding Year 2012, the FCC granted everyone a blanket 1-year extension of this deadline, making the FY 2012 invoice deadline October 28, 2014.  (Yes, this is the exact same deadline as FY 2013 invoices and no, there will not be another blanket extension granted this year.)

Although most PA applicants have already submitted their BEARs, I noticed that we still have 287 entities that could potentially file BEARs, worth $2,976,799.  The list of applicants that has not invoiced USAC for FY 2012 is shown below and details related to those funding requests are attached.  I believe that some of the funding requests listed in this spreadsheet are for services that were never received, in which case, no reimbursement form can be filed.  However, I see many entities that have more than one funding request listed, which probably means that they just forgot to file.

If your name is on the list below, you’re in luck as you have until October 28, 2014 to submit your BEAR(s) to seek reimbursement for these services in which you presumably paid for in full from July 1, 2014 – June 30, 2015.  The attached spreadsheet provides all of the information you’ll need to submit your BEARs, but don’t forget to only request what you actually spent on the services — not the E-rate cap.  A guide to filing online BEARs also is attached.  Do not put off filing these BEARs as the BEAR must be approved by both you and your service provider by October 28, 2014 (for paper BEARs, this means signed by both parties and postmarked; and for online BEARs, this means submitted by the applicant and certified by the vendor).
