The PA Broadband Development Authority (PBDA) established the Digital Connectivity Technology Program (DCTP) utilizing a portion of the $279 million allocated through the Capital Projects Fund – ARPA.  This program will deploy laptops to eligible entities across the commonwealth for purposes of ensuring residents have not only the connectivity needed but also the devices needed to participate in our digital economy.

The first round of the DCTP $20 million competitive grant was open between June – August 2024, and now a second round of the grant is set to open on April 1, 2025.  Submissions must be made through the Electronic Single Application (ESA).  Applicants who were previously unsuccessful in round 1 or who were successful but did not receive the maximum number of 200 laptops may apply.

Attached is a 1-page summary of the initiative, and below are links to the DCTP grant guidelines, FAQs and the previous webinar recording.  PBDA is presently working to establish another webinar, with breakout sessions for folks to participate based on eligible applicant type (schools, libraries, workforce training organizations, not-for-profit organizations, municipalities, and other community anchor institutions).
