PA Cyber Pilot Update – October 2025

Good morning, PA Cyber Pilot Program (CPP) Participants!  Here’s an update on the status of the CPP program and answers to your most frequent questions in the last few weeks. 

  • Status of CPP PIA Reviews and FCDLs:  The federal government shutdown has put a hold on USAC’s ability to issue CPP funding commitment decision letters, unfortunately.  However, we have been told that USAC is actively reviewing CPP Form 471 applications because the PIA review procedures were approved by the FCC prior to the shutdown.  I have not heard of any PA applicant receiving PIA inquiries thus far, which could mean that all of your applications were pristine and they have no questions.  If you have received a CPP PIA inquiry, will you please reply and let us know? 
  • Updating Your Vendors:  We assume your contracted vendors are wondering about the status of your FCDLs and when they can expect to receive your CPP purchase order(s).  I recommend letting them know that no FCDLs have yet been issued and the government shutdown is impacting USAC’s ability to move forward except for PIA reviews. 
  • Can You Order Equipment/Services Without the FCDL?  Yes.  However, you should only do so if you intend to purchase the equipment/services regardless of CPP funding and can pay the full cost upfront.  Then, if you receive a funded-FCDL, you can submit the CPP BEAR to USAC to seek reimbursement.
  • What if the Service Start/End Dates on My Form 471 Are Now Outdated?  USAC understands that the dates you listed on your CPP Form 471 were likely guesstimates based on when you expected to receive your FCDL.  You will be able to modify these dates and make other post-commitment modifications, such as service substitutions and SPIN changes, using a new Form 488 that has yet to be released.  
  • Where Can I See a Copy of My Submitted CPP Form 471?  After logging in to EPC, click the Waffle in the top right corner of your landing page.  Select Cyber Security Pilot Program, then select My Forms and Requests.  Then select which form you wish to see from the drop down menu.   
  • Where Can I See a List of All CPP Applications Submitted and Other Data?  Unfortunately, USAC has not yet released an Open Data Dataset showing this data.  Due to the sensitive nature of the equipment/services you are requesting, they have been reluctant to make all of the data available but we understand that they will eventually release a high-level list of applicants that submitted CPP Form 471s and the amount requested.  To date, we have no idea what was requested for PA (or nationwide).
