FY 2013 BEARs – Final Reminder

This is my final notice regarding FY 2013 BEARs that may not yet have been submitted or that were submitted and $0-funded. If your name is on the attached list, and you didn’t file an invoice deadline extension request, but do believe you need to submit a Form 472 BEAR for FY 2013 to get reimbursed, you must file an invoice deadline extension request no later than December 18. This is the date the strict new invoicing deadline rules become effective. After December 18, you will have to submit a waiver request to the FCC if you missed the deadline. This year is a gift because instead of October 28, you have until December 18 to submit your extension request to USAC. A sample copy is attached.

Previously-Requested Extensions – Not Yet Approved
If you submitted an invoice deadline extension request, and haven’t received an e-mail from USAC yet approving your request, just be patient. USAC received several thousand extension requests and it is taking them time to review and send approvals. If you’re unsure whether it’s been approved, you can look up your FRN on this page (if it’s shown, it’s been approved): http://www.sl.universalservice.org/utilities/FRN_CurFundExt.asp. As soon as it’s approved, you will have 120 days to submit your BEAR.

Previously-Requested Extensions – Approved
Included on the attached list are all the FRNs that have not been invoiced, including those that were granted extensions and now have an invoice deadline in January, February and March 2015. I kept these on the list as a reminder of the deadline dates.

$0-funded BEARs
If you received your BEAR approval letter and it lists $0-funded on page 1 instead of the dollar amount you requested, it means you likely made a clerical error. Simply file the invoice deadline extension request, wait for approval, determine the reason for the denial by contacting USAC (888-203-8100), then refile your corrected BEAR.
