CyberPilot – PA Participation and Wave 1 Data

On Wednesday, USAC released the first wave of funding commitment decision letters for the FCC’s one-time $200 million CyberPilot Initiative (CPP) and late yesterday, they released the new Cybersecurity Pilot dataset. Until now, we have not had any visibility which schools and libraries submitted CPP Form 471s or what was requested. Below is a summary of the nationwide and PA stats, and attached is a file containing all PA FRN Line Item data and a Wave 1 tab. Note: I have hidden some extraneous columns as well as added a few columns to subtotal funding requested. Also, you’ll notice the rows are by FRN Line Item, not FRN, in order to capture the granular products/services and associated costs.
Nationwide:
- 614 participants filed CPP Form 471s, out of the original 690 entities selected to participate.
- A total of $157.6 million was requested out of the $200 million available. I do not believe there will be another application window to select additional participants or allow entities to seek additional funding.
- $18.8 million was committed in Wave 1 to 140 applicants. 222 FRNs were funded.
Pennsylvania:
- 50 schools and libraries submitted CPP Form 471s, out of the original 54 entities selected to participate.
- Total requested amount (post discount) was $6,646,267.
- All participants have a 90% discount.
- 57 FRN Line Items used the PA PEPPM Contract as their procurement method.
- Wave 1 funding committed was $1,039,082 for 35 FRN Line Items and 13 entities.
Soon, the new Form 488 will be released that will enable participants to seek post commitment changes, such as changing services, invoicing method, service start dates, etc. In addition, the CPP BEAR Form will be released soon as well. Stay tuned for additional information on these forms.
If you were not included in Wave 1, it simply means that your application is still in PIA review. If you receive PIA inquiries, be sure to respond promptly so your application can continue to be processed. Unfortunately, the CPP-available data does not show granular FRN Statuses like we have with the E-rate data.
