We seek an experienced, dynamic and collaborative professional to serve as a Senior Manager of Program Management within our Schools and Libraries team to help assure program compliance with all applicable rules and regulations.  Reporting to the Vice President of Schools and Libraries you will provide oversight and guidance to the Program Integrity Assurance team.

Responsibilities:

Working in a creative and fast-paced environment, the Senior Manager of Program Management will manage the Services and Self Construction of fiber teams including the development of the Eligible Services list.  Among others, your responsibilities will include the following:

  • Internal controls:
    • Working to ensure program compliance within the PIA team by serving as the primary contact for PIA procedures
    • Tracking new and novel issues that emerge from application reviews and providing guidance to the reviewers on how to address these issues
    • Providing resolution on special areas of concern raised by PIA and SLD staff regarding all aspects of program compliance
    • Identifying and recommending issues and resolutions to the Director of Program Management and/or Senior Director/VP of SLD, and implementing operational efficiencies to streamline and improve the PIA process and issuance of PCDLs
    • Providing guidance on all PIA functions including the regular, selective and consortia reviews and post commitment reviews, such as Technology Plan Approvers and CIPA compliance
    • Serving as SLD resource for PIA IT systems (STARS, SIEBEL, Internal Web) testing
    • Assisting with the review and providing input on IT systems business requirements and scoping documents for PIO
    • Contributing to the development of SLD external communication documents and PIA outreach strategies
  • Selective Reviews:
    • Conducting and overseeing the conduct of SLD Management Reviews to provide quality assurance before determinations are made regarding applicants’ compliance with program rules for competitive bidding and certifications of resources
    • Analyzing results of quality assurance efforts to determine needs and develop recommendations for training, clarifications, or guidance for the PIA staff
  • Funding Commitments:
    • Conducting and overseeing SLD Management Reviews to provide quality assurance before funding commitments are made
    • Analyzing results of quality assurance efforts and PIO performance to determine and then deliver any necessary training, clarifications, etc. to the PIA and SLD staff
  • Special Compliance Review:
    • Assisting with the SLD Management Reviews to determine whether funding commitments should be made
    • Reviewing special compliance cases to ensure that applicants comply with program rules and to prevent waste, fraud, and abuse
    • Providing input in developing operational procedures for the Special Compliance Review
  • Self-Construction of Fiber and Eligible Services:
    • Overseeing all aspects of the review of self-construction of fiber team as well as developing the initial draft of the Eligible Services List and serving as the Company SME for products and services
  • Form 486 Reviews:
    • Overseeing and conducting SLD Management reviews to provide quality assurance of the technology plan approvers and CIPA compliance
    • Making policy and procedure determination and guidance to the Post Commitment team for TPA and CIPA
    • Analyzing results of quality assurance efforts to determine needs and developing recommendations for training and clarifications for Post-Commitment team
  • Management Duties:
    • Providing direct supervision to subordinate staff
    • Conducting annual performance review and quarterly reviews
    • Approving timesheets and expense statements
  • Other duties, as assigned

About You

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for assisting the Vice President of Schools and Libraries with the development and implementation of strategic initiatives in order to enhance operational efficiencies and production.

  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You have 5 to 7 years of experience performing duties similar to those listed above
  • You have at least 5 years of SLD program rules and operating procedures experience or similar experience in a regulatory industry
  • You have at least 5 years’ experience in implementing advanced technology solutions
  • You have technical understanding of advanced telecommunications and networking hardware and software
  • You have 3 to 4 years’ experience with direct management and technical leadership
  • You have proven success in working with a wide range of computer applications, including databases for data manipulation
  • You possess a Bachelor’s degree from an accredited institution in a related field (preferably Telecommunications, Public Policy and/or Public Administration)

The following skills are desired:

  • You have formal training in formative and summative program evaluation
  • You have PIA knowledge
  • You have Spanish Language proficiency
  • You have experience with telecommunications and fiber networks
